mr. flores: there could be. but i think there are some building blocks we have to get out of the way first. the american people are frustrated with the lack of security along our borders. they're frustrated that we don't have a visa entry, exit and enforcement system in place. they're frustrated because they feel like their jobs have been displaced by people who have come over the border, so i think if -- in order to have the more -- the deeper dialogue about how do you fix an immigration system, we've got to have a border security bill, we're going to have that in the house in the next few weeks. we've got to have an interior enforcement bill, which is a visa entry and exit tracking, possibly with more robust e-verify. once you get those done, and americans feel like, ok, congress has got our back and we feel like we've stabilized the situation, then we can have a discussion. what do you do with a visa this and this -- system that's totally broken? i have high-tech companies in the austin part of my district wh

mr. flores -- the deputies and mr. flores.good for all determination on what to do next or not to do next. >> could you just tell us what he was doing with this knife, whether he was threatening the deputies? >> i have seen the video a number of times but not as many as the sheriff's office has. it's very obvious or has been told to us that at different points that mr. flores had a knife in his hand. for me to make a determination of whether he a knife in his hand is one thing and then was the officer -- the deputies in this case in immediate danger at the time that they decided to shoot and re -- shoot their firearms. all that will be determined once the investigation is turned over to us. we spend time with the evidence. right now we haven't considered all the evidence. there's evidence that i believe the sheriff's office is gathering. once that happens, they will turn it over to us. we will spend time with it. >> you said it was told to you it was the case. does that mean it wasn't readily apparent that he was holding a kni

mr. flores had a knife. >> does it show whether mr. a knife right before he was shot? >> we believe that mr. flores had a knife in his hand and that video will help us have a better idea of exactly what he had in his hand. >> joining us now is the district attorney for bexar county, texas. can you explain to us how many investigations are going on now? >> there's just one investigation going on. it's been conducted by the bexar county sheriffs office. it is overlooked by the fbi but conducted and handled by the sheriffs office. >> what about the district attorney's office? >> we're the prosecutorial branch of the justice system. the way it works is a law enforcement agency conducts an investigation. once they are finished with the investigation, they will hand it over to us. we will make a legal analysis of whether there will be official charges on the individuals in this case. >> do you have any understanding about why that second video has not been publicly released? >> i don't believe it should. we don't want to do anything to compr

you have this video of mr flores shot. it's hard not to say here we go again.'t want to rush to judgment. from my perspective, i didn't see a use of deadly force. >> all we know is officers were called ou to a domestic violence call. how does it change the way the officers act. >> they are probably the second most dangerous calls next to track stops. you are dealing with people whether it's one subject, two or three subjects. you are dealing with someone combative. the officer had a call that there were injured parties in the home. the level of awareness is higher than a normal call. >> now we have video of many shootings that police are involved in. almost weakly we have been getting video like this. how does it change the way police officers act and how does it change the dynamic in police departments across the country? >> i don't think videos will check the way police acts. there is 1% that are unethical. but 98.5% of officers of following policy, regardless of whether the community sees it as excessive force. i don't think the officers are too concerned. t

mr. flores where the knife was not used to stab an officer.e knife may have been used in an altercation. at the time he is shot though, the issue of the knife being in his hand or not is still an issue. but whether the knife is in his hand or not, there's an issue as to whether or not his aggression had stopped. that's the issue. did his aggression stop whereby officers should not have used that lethal force? >> that's the big question. clearly in that first video, he has his hands up and the officer shoots. playing on the other side of this what the officers would say is state of mind. we had reason to believe he was a threat based on how he lunged at them with this knife, the butt of the knife and hit one of the officers with the butt of the knife. doesn't that help explain their state of mind at that point? >> i think the issue is going to be whether or not when his hands are up in the air, would you objectively and subjectively believe at that time that he was not a threat because his aggressive activity had stopped? so that's the key issu
