mr. lee: i ask my distinguished colleague, the senator from texas, a series of questions with regard to this concept to make d.c. listen. you know, it's interesting that we have this discussion right now at a time in our history when never has it been easier for so many people throughout the country with so few resources to be heard by so many. in the past you had to own a newspaper or perhaps in more recent years you had to own a radio station or a television company or something like that to be heard by a lot of people. but these days pretty much anyone can gain access to a telephone or to the internet. they can send an e-mail. they can submit a post. it's one of the things that has made possible a ground swell of people. you mentioned just a few minutes ago 1.6 million americans just in the last few weeks signing a petition asking for congress to make a decision to protect the american people from the harmful effects of obamacare. they want government funded just as we want government fund

. >> commissioner lee? >> mr. paxton, you mentioned that some of these problem takes year of development to mold and mildew and such. my question to you is our records show that a report for a complaint was filed at the department of building inspection in 2009. and at that time, the inspection showed that they were already missing tiles and mildew and rock. and obviously, if it was up to me that did not happen over night. so my question is what happened prior to 2009 and what did you do since when you first saw a problem? or did you not notice it until 2009. >> no it had been going on for years before that and there s a gradual deteriation of the shower and started off with cracks and i brought it to the owner's attention and the owner's sold the building and he bought it and the tiles started falling off and sheetrock and the bugs started appearing and i said that the work has to be done. and when nothing got done, i ultimately had to resort to calling housing. which i would have preferred not to have done. >> o

mr. lee: mr. president, everyone knows that the vote we're about to take -- cloture of the house-passed continuing resolution -- is essentially a vote to allow the democrats to gut the house bill. that's why the senate majority leader, the senator from nevada, senator reid, and every other senate democrat are supporting it. 21 house members know that this is a vote to gut the bill that they passed, that they worked so hard to pass out of the house of representatives. that's why they signed a letter yesterday asking the senate republicans, stand united and vote against cloture on this bill. you see, what happened was the house of representatives, acting boldly and nobly and in response to a growing cry from the american people, a cry for help, acted to keep the government funded, to fund government while defunding obamacare. protecting the american people from a law that they're becoming increasingly aware of. a law that was passed 3 1/2 years ago without members of congress having read it in all o

mr. lee: there have been those in the washington establishment who have been working against this effort. it was the american people who stood up in strong support of it. it was the american people who served as the heroes in this story, who spoke overwhelmingly to the congress, spoke overwhelmingly to the house of representatives, convinced the house of representatives to pass this great continuing resolution, one that keeps government funded, allows us to avoid a shutdown while defunding obamacare. that's what this effort has been all about. it's been about the people, the people we're trying to protect from this harmful law. across the country americans stayed up with us overnight forging this argument, helping us distribute this argument, choosing to forego sleep and to shoshow that there's support of this effort, and we greatly appreciate that. i want to take a moment to reflect on how al all of us who have been up all night feel right now, with dry eyes, with a certain amount of groggin
