exit. now we had an earlier crash approaching old oakland road 280 through downtown is great. bay bridge metering lights finally turned on so now we are going to see the delays in the cash and the fastrak lanes. they may have cleared a crash in gilman. we'll check and see and keep you posted. in the meantime, westbound 580 out of the altamont pass we had an earlier accident at vasco and that continues to slow down the ride out of the at mon 25 minutes right now you can see the heaviest delays are just behind the truck scales. and even into tracy on that 205 approach mountain house still [ no microphone ] >> checking the ride in the south bay, slower than normal right now on 101 if you are coming into san jose. backups to. capitol expressway. we'll explain why in just minutes. >>> good morning, it's thursday, april 10. i'm mark kelly filling in for frank mallicoat. >> i'm michelle griego. time now 6:30. developing news off the coast of san francisco where a teenager is missing in the pacific ocean. kpix 5's anne makovec has the latest on the search and the surfer who rescued the missing teen's father and cousin. anne. >> reporter: in the meantime the search is about to resume for that 14-year-old boy. firefighters right now keeping watch at ocean beach. there's also a coast guard boat that has been sweeping the shoreline but so far, no sign of the 14-year-old boy. the full scale search is set to resume again at first light. coast guard boats a helicopter and san francisco firefighters on extended ladders looked for 14-year-old marco in the dark rough surf well into the night. >> obviously as time goes by, they didn't have wet suits on, he is in trouble. >> reporter: at around 3:45, he and another boy were playing in the strong rip current near lincoln way when they got pulled out into the ocean. his father was also in the freezing water and flagged down 17-year-old surfer tony barbero. >> i saw a boy out there arms flailing, but probably just playing in the water, screamed at his dad and then the dad ends up pointing to me and pointing back to the son. >> reporter: the st. ignatius student and son of a san francisco fire captain towed in one boy and then -- >> i turned back around, i see the dad still out there but he is bobbing in the water not breathing -- well, i don't know if he was breathing but he was definitely unconscious and so i asked him [ indiscernible ] no. >> reporter: tony hauled that grown man in and paramedics began cpr reviving the victim's vitals barely. back out here live now at ocean beach you can see the sign. it's very dangerous to get in the water especially when you're not experienced here at ocean beach with the rip currents factor. it's also very cold. the water temperature right now is the low 50s and the 14-year- old boy who is lost didn't have a wet suit. anne makovec kpix 5. >>> you certainly see all the signs out there when you go out to the beach. >> and it's been so nice tempting to get in the water but it's dangerous. doesn't take long, one little wave knocks you down and pulls you out. we have some cool air that's moving onshore right now. we have some fog out there, as well. and some drizzle developing especially near the coastline. we are going to see more of that the next couple of days. so looks like our air- conditioner that sea breeze has kicked in and that is cooling down the temperatures all around the bay area today. really headed back more toward normal for this time of year. we'll still find some sunshine and 60s and 70s inside the bay. 50s and 60s and cool with clouds toward the coastline. and 70s maybe a couple of low 80s in the warmest spots but you can see it right there that low cloud deck has moved onshore pushing over the bay. temperatures in the 40s and the 50s. visibilities down to a quarter mile in some of the north bay valleys so some thick fog in some spots, too. by the afternoon, though, that fog will lift and return to the coast out at the beaches it will be 50s and 60s here. a lot of 60s and 70s inside the bay and maybe just maybe some low 80s well inland. let's check the roads with elizabeth. >>> thank you, lawrence. i mentioned a big backup right now on 101 coming into san jose. it is going to be slower than usual because of a crash out of lanes now but off to the right- hand shoulder approaching that old oakland road exit. you can see the delays extend from tully out past the earlier accident scene but again mainly an official distraction. bay bridge turned on the metering lights about a half hour ago and you're really backed up on the 580 approach. they cleared an accident at gill plan on the eastshore freeway in berkeley. here's a live look at our sensors. parts of contra costa county slowing down on highway 4. >> the letter was one paragraph about how the un was sorry about the cholera and the harm it caused. several paragraphs about all the things they were doing to combat cholera, and then a paragraph at the end saying they were not going to respond justly to cholera victims. >> human rights lawyer brian concannon says he'd been expecting the un would try to avoid paying compensation, but that the lack of any explanation caught him completely off guard. >> it was also a slap in the face to the 660,000 haitians who have contracted cholera, and the 8,000 who have died so far, or at least their families. >> the un announced its decision to the world in a brief, 5-minute statement. there was no press conference and since then - as in haiti - there had been no further comment to the media. >> now i've asked several officials who can actually talk to us inside this building, and the one person we've been told we can interview is a spokesperson for the secretary general. >> claims found to be outside the scope of section 29 of the convention are "not-receivable". the consequence of a finding that a claim is not-receivable is that the claim will not receive further consideration by the organization. >> that statement was very brief. >> it's a brief statement, it's a legal statement and that's about all we're going to say on that. >> but why is the claim "non-receivable" ?
