[roll call] >> clerk: we have quorum. >> supervisor peskin: thank you, mr. quintanilla. i will go to the chair's report. colleagues, yesterday we kicked off transit week in the city with a few bumps in the road, so to speak. i actually think it's a really good thing to have public officials see firsthand how public infrastructure is or is not working in our districts and to hear from transit riders directly about what their experiences are like, problems and all, and it helps us improve and appreciation this extensive system that keeps the city running for hundreds of thousands of people every day, so i want to thank my colleagues who joined the rally here at city hall yesterday to talk about investment in improving our extensive system, especially or l.r.v.s -- our l.r.v.s, who don't seem to be running on time, and regional ferries and b.a.r.t., and of course my personal favorite, cable cars, that visitors from all over the world come and enjoy. we know with equitiable and affordable and reliable public transportation, we will have a world class center, which is why it'

peskin: okay. all of those items are finally approved. congratulations, mrs. geege. that was monument tall. call the next item. >> clerk: recognition to michael painter for the presidio park design. this is an action item. >> supervisor peskin: commissioner stefani? >> supervisor stefani: thank you. colleagues. but you is a recognition of michael painter for his outstanding contributions to the presidio park design. he passed away on june 29 after a long life and distinguished career in architecture. michael had his own firm, michael painter and associates since 1969, later renamed m.p.a. design in 1984 and in the course of his career completed over 850 projects, winning over 60 awards. he was a distinguished alumnus of the college of environmental design at u.c. berkeley and fellow of the american society of landscape architects. he is credited on multiple awards for his work. michael is survived by sue, his wife, his son, josh, daughter melissa, son-in-law, assandro, and grandson alessandro. his contribution will be remembered for decades. thank you. >> supervisor peskin: thank you, commis

thank you. >> chairman peskin: thank you, mr. strauss. next speaker. >> commissioners, i'm jim haas, i was a member of the r.a.b. working group, and as some of you recall, i appeared a number of times over the last decade about this project. and, of course, we were reaping what has -- what we sowed long ago by not paying attention to it. the basic problem was that the first executive director kept the project and the agency under wraps. she asserted it was not a city agency, and she did her best to keep the city out of the project, as some of you are well aware. including the mayor at the time. and so, you know, a lot of what went on occurred because nobody knew what was going on. there's an old expression that says, a power deserves scrutiny, not gratitude, and i think that your desire to change the bureaucracy around is not as important as developing a way to scrutinize what is going on. to open it up to the largest extent with technical and public involvement. so along with my colleagues worried about the time frame, i, too, would like

peskin: mr. cordoba. >> happy to present item 8 on the ybi west side bridges seismic retrofit project. i want to give a refresher course on the project itself. it sits on the western slope of yerba buena island. there are five bridges -- actually a total of eight bridges there all seismically deficient. there's some urgency involved. cost approximately $55 million right now. it's funded primarily with federal highway bridge program seismic retrofit funds, as well as proposition 1-b seismic retrofit funds with some local match. we are at an environmental completion phase. we performed approximately 30% of the preliminary engineering. our intent is to start construction in about 16 months from now. very unique features on the project. there's some landslides in the area. steep terrain. limited access above the bay, etc.. i gave a presentation back earlier this year related to the challenges here and i appreciate the approval that you gave me to go ahead and move forward with the evaluation for a c.

. >> chairman peskin: thank you, mr. miguel. next speaker. >> first of all, best way to take care of this confusion were documents haven't been presented to you pretending to both negative and cash flow of the project. i believe it would be ideal if this board, when calling a hearing, not only pertaining to this matter, but any other matter, is to instruct the respondents to supply documents pertaining to both positive and negative cash flow, so you can pinpoint exactly how much progress is being made and how much debt is being made. and as far as this overrun extension and more time to complete the project, the developers got nobody to blame but themselves for that. the developer knows how long it's going to take to complete a project, and it should be a protection clause in there to protect the city if the debt line is not met by the developer, any additional expenses must be paid by the developer. now, about this beam, this might be an exception on the grounds that the organization that fabricated this beam might have used ma
