mr. gigantic tax increases on the rich under the obama care plan.mple you mentioned the one that i think is most destructive to the economy, a 3.8% investment tax surcharge. by the way, you were right we virginia 15% capital gains tax right now. under the obama plan next year if we allow the bush tax cuts to expire that goes to 20, and then you add 3.8% on top of that, that is a 24% tax or just short of 24% tax on capital gains, at a time by the way when businesses are not investing. the dividend tax by the way would go up by almost threefold. i think these are very harmful to the economy. i think for a lot of middle class families struggling to get by owl of these little niece and taxes and penalties, whatever you want to call them, are going to really add up and put a pinch on their wallet. rick: what about repealing obamacare? that would have costs as well. who would pay for that? how much would that price tag be? >> reporter: that will be the big battle come 2013 especially if mitt romney win that's hrebgs. republicans will make that a top prior
