mr. secretary, what do you make of that? >> well, you know, there is a sense that you're not quite sure whether donald trump is really enjoying being president of the united states. and you're not quite sure what donald trump is going to show up in the oval office. one day he is dividing the american people, being very critical about things that are happening, asserting comments that really are divisive, and really are an appeal to the worst in the american people. and then today he comes back, he gives a speech to the american legion that i think obviously hit some very responsible issues with regards to veterans and with regards to the role of our men and women in uniform. and, you know, he put himself on the right track. he's got to decide which one of these roles is he going to take as president. if he's a responsible president and wants to do the best for the country, i think all of us as americans want a presidency that is successful. it's in our interest. but if not, if he's going to take this divisive role, then you

mr. secretary. one gets the impression from the sanctions and the, what you said about the regime that the united states would only restore normal situation, the status quo, if maduro and his indicted vice president are gone. is that safe to say? that the u.s. would only deal with a regime that does not include either of them? >> i will not comment on hypothetical of that. i think what president is very clear on is the existing situation is unacceptable. and if they restore the proper democratic process we'll react to that appropriately. this is not about changing leadership per se. this is about restoring the democratic process and rule of law. >> mr. secretary, talk about debt restructuring. how will these sanctions affect venezuela with restructuring of debt with u.s. investors? >> there will be no transactions with u.s. investors for new debt, including restructuring existing debt or extending maturities without specific licenses being issued. >> mr. secretary, want to come back to the debt ceil

mr. secretary. back to pakistan, officials for quite some time, democratic and republican administrations have tried to get the government to stop giving safe haven to the network terrorist group. what leverage do you think you have? >> well, i think it's obviously we have some leverage that's been discussed in terms of the amount of aid and military systems we give them, their status as a nonnato alliance partner. all of that can be put on the table. but the end of the day, pakistan has to decide what is in pakistan's best long-term interest from a security standpoint for themselves and for their people. quite frankly, as i evaluate pakistan's current situation, if i were the pakistan government, i would have growing concerns about the strength of the taliban and other organizations inside pakistan who seem to be growing their numbers in their presence to the point that at some point they become a real threat to the stability of the pakistani government themselves. i think they need to be thinking

mr. secretary.on't you fear, on the other side, that too much pressure on pakistan -- [indiscernible] is limited at -- islamabad and all the region, having it stronger in the country? sec. tillerson: that is a concern, but i think it is important that pakistan began to think about its ability to contain these groups, as well. it is why we take a regional approach. the u.s. alone is not going to change this dynamic with pakistan. in pakistan, they have their own issues that they have to continue to work through, but i think there are areas where, perhaps even india, can take some steps to approach issues with pakistan to improve the stability within pakistan and remove some of the reason why they deal with these unstable elements inside their own country. as i said, other regional players have strong interests in pakistan. china has strong interests in pakistan. having a stable, secure future pakistan is in a lot of our interests. they are a nuclear power here at we have concerns about their weapons.
