mr. shapiro more to look at the way forward. as far as all these surveys that have been put in place, i'm actually a former member of imf and the world bank and also work hard in 2007, 2008 as part of a contractor which under usaid. and i remember after working so hard on these issues around transparency and oversight. and we went through a lot of similar surveys at the grass root level and we put a lot of energy on this. so my question is how much -- obviously this has to be consulted through the others which i've already mentioned. and i remember we tried to encourage more capacity building at the ground roots level and very village level. i went there to train on public financial management specifically on accounting and treasury. and we spent a lot of time and i remember there was a very nice periods. i don't know if now a days with all these changes going on with new regime, is there any kind of a blueprint that is being discussed as part of all this service and other service, other efforts through a donor support committee
