mr. speaker. thank you, mr. speaker. i'm sure the whole house would like to join me in paying tribute to the barreness who passed away. from her time as a code breaker in the second world war ii her timing government and public service, she had an extraordinary life and will be sorting it. i had meetings with ministerial colleagues and others in addition to my duties in this house, i will have certain meetings later today. >> mister speaker, i am sure the house would want to be associated with the premise or's remarks and the misery inflicted on my constituents by northern rail continues. long waits with full trains don't arrive on time and holiday cancellations, there can be no excuses, the latest fiasco in may with communications issues, and the northern franchise. >> i am clear, we are clear about the performance in the north and disruptions, unacceptable following the time from may 20th. it is clear about network infrastructure time to the timetable which meant the new timetable was too late and passengers are not getting the service they deserve but far more services in northern rail now that the work is compared to earlier, much more needs to be done and what we are doing is working alongside transports, northern express and network rail in improving services. and richard george for the rail network. to make recommendation and then we will take action. >> no one can question, to reach a deal with the european union, a deal many people thought was unachievable. despite the endeavors that concerns people have with an uncomfortable choice and i share those concerns. as the prime minister heads to scotland can i ask what guarantee can she give to those concerned about the future of the fishing industry, and that? >> can i say to my honorable friend he is absolutely right to save the issue of the fishing industry and our precious union. and indeed all my colleagues on the conservative, in relation to fishing, an independent coastal state, we will be able to negotiate access to our waters and ensuring fishing communities get a fair share of our waters. we will be determining the issue of access to our borders and firmly rejected the access to our borders. i say, in my statement, not be trading off the agreement against anything else in the future relationship and the support for the deal, confident in the support of the deal recognized by the scottish fishing presentation. >> jeremy corbin. >> i echo the prime minister's words, we thank her for her service to the country throughout her life. we remember her as a goat -- great code breaker and demonstrative member of the house of lords. and her with on i have news for you. and harry leslie smith who passed away only this morning. and an irrepressible campaigner for the rights of refugees and the welfare state in the national health service. he was passionate about the principle of healthcare for all as a human right. we thank harry for his life and work. before and secretary said of their brexit deal it mitigates most of the negative impact. prime minister tell us what to mitigate? >> can i first of all, i am sure the house wishes to pass condolences. what we see behind the analysis we published today and the chancellor recognizes this morning, our deal is the best deal available for jobs in the economy that allows us to honor the referendum and the opportunity of brexit. the analysis does not show we will be poorer in the future. it shows better off with this deal, what would make an impact on the economy for the future would be the polities of the right honorable gentlemen for borrowing higher taxes, the biggest writ to our economy is the right honorable gentleman and his shadow chancellor. >> on the same day the statement was made the prime minister said this is the best possible deal, the only possible deal. i mean to say it is not hard to be the best deal, it is the only deal. it is the worst deal. mister speaker, the government economic service forecast published today, actually meaningless, no actual deal to model, just a 26 page wishlist. the chancellor center deal will make people worse off. does the prime minister agree? he doesn't to be doesn't appear to be here. >> what the analysis shows, it does show this deal we negotiated is the best deal for our economy which delivers on the results of the referendum to the british people and i believe we should deliver on the result of the referendum. he talks about the political declaration, called the wishlist so what he is describing is a political declaration agreed between the united kingdom and the european union that sets out an ambitious flexible partnership across trade and economic cooperation, law enforcement and criminal justice, foreign-policy, security and defense, wider areas of cooperation. what do you offer? six bullet points, my weekend shopping list is longer than that. >> mister speaker. after eight years of making our economy weaker through austerity, botched brexit threatens more of the same. professor elston said in a damning you and reporting to uk poverty, quote, in my meetings with the government, it was clear to me that the impact of brexit on people in poverty is an afterthought. the prime minister promised frictionless trade with europe after brexit. the future partnership guarantees no such thing. does the prime minister understand why mps are queuing up not to back her plan? >> the right honorable gentleman backing my plan, in wales, fishermen in scotland, and when mps vote they look at the importance of us delivering on brexit and ensuring we deliver brexit and doing it away that protect jobs and on that subject he referenced what happened to the economy over the next eight years at record lows, and following this year the lowest level for 13 years, and fastest regular wage growth, we've seen a number of children living and households that record low, and work was helpful that the record low. that will balance money running conservatives. >> good balanced management of the economy why did professor alston say there were 14 million people in the country living in poverty? when she claims support for deal, last week 200 chief executives and entrepreneurs described her brexit deal is the worst of all worlds. >> mister morris, calm your self. take some for of soothing medicine if that is what is required but above all calm yourself. jeremy corbin. >> mister speaker, a private email says of the deal no need to give credit to negotiators because it is not a good deal. all the primary history can commit to, we can work for frictionless trade. and after these botched negotiations, the next stage of even more complex negotiations being included in two years. what does the prime minister think is preferable, extending the transition with further vast claimants in the european union -- -- it the backstop is not invoked in the first place. and he is referring again to this issue of the political declaration, he will know the european union cannot agree & legal texts on a trade arrangements with a country that is a member of the european union. they cannot do that until we have left the european union. the joint report was 16 pages long and took less then a year to turn into 599 pages of evil text. the political declaration is 26 pages, perfectly possible to turn that into a text within the nearly two years it is debatable. at every stage people said we couldn't do what we have done, they said we couldn't get agreements but we did, they said we wouldn't get the limitation period, we did. they said we would get a withdrawal agreement or political declaration, we did. it takes hard work and firm commitment to work in the national interests of that project. >> that would explain why the business secretary doesn't have much faith in this either. he is discussing a transition period being extended to 2022 apparently. parliament voted, mister speaker, parliament voted for the government to publish its legal advice in full. the government today says it will ignore the sovereign will of parliament in 2007. the prime minister wrote to the then prime minister saying the legal advice for the iraqi war should have been published in full to cabinet and mps. why doesn't the prime minister practice what she preached? >> the right honorable gentlemen, there was a legitimate sparring partner to understand the legal implications of the deal, we have said we have been clear we will make available to members the full reason position statement laying out the government's legal position on the withdrawal agreement and the attorney general is willing to assist parliament by making an oral statement and answering questions from members but as regards the full legal advice, the advice any client receives is the same for government as it is for any member of the public. >> the chancellor said what we are not going to do is publish advice from the attorney general. mister speaker, the prime minister self leaked advice in the past, mps need to see that advice, warts and also they can make their informed decision on this matter. the premise insists her government will be able to negotiate every aspect of the uk's future trade relationship in the space of two years. we had to a half years to fix the referendum. so far 20 of our own ministers have resides. this is the most shambolic government in living memory. and she is now asking parliament to vote on the basis of a 26 page wishlist without even seeing the full legal advice. it is now clear that parliament will not back this plan. isn't it time for her to accept that reality and make way for an alternative plan that could work for the whole country? >> let me say to the right honorable gentleman i will take no lectures from the right honorable gentleman who has seen 100 resignations but i will also say this. today we saw what really lies behind labor's approach. last night the shadow chancellor told an audience in london he wanted to see the second referendum and remains so now we have it. they want to cause chaos, frustrate brexit, overturn the will of the british people and that would be a betrayal of the many by the few. >> john lemmon. >> mister speaker, small business takes a way to the great campaign, to support local businesses across the land and scotland over 340,000 small and medium-sized businesses supporting 1.2 million jobs so the candidates join me in congratulating the federation of small business and all the small businesses who take part in this particularly extending this detail. >> can i think my honorable friend for raising what i think we should accept as an excellent campaign and i look forward to a nice word for him to visit the shops he has just posted. it is important that we help small businesses and that is why we are taking over 655,000 small businesses out of paying any business rates at all and we want to change the system so rates follow a low level of inflation which means savings every year, 5000 businesses over the next 5 years and providing 900 million to cut eligible small retailer bills by 132 years so i congratulate lindsay and hume and look forward to this and i am sure many members of this house will recognize the importance on poor business and championing the excellent contributions they make to our economy. >> ian blackburn. >> thank you, i want to wish everyone a happy st. patrick's even. today the chancellor said the prime minister's brexit deal will leave the economy is slightly smaller and pure economic terms, there will be no -- this is confirmed by the government analysis that wages will fall but the prime minister agrees it will leave people poorer than the status quo? >> analysis shows what the analysis does not show that we will be poorer, what it shows, no it doesn't. what the analysis shows is this is a strong economy that will continue to grow and the model which actually delivers best to the british people and our jobs and the economy is the model government put forward and is proposing. >> ian blackburn. >> i wonder if the prime minister has analysis, under any scenario it will be cooler. the prime minister wants to take us back to the days of fracture and a belief that unemployment is a price worth paying, that is the reality. no government should choose to weaken its economy and make it simpler. that is what the prime minister is doing. mister speaker, the prime minister will travel to scotland today. people in scotland voted overwhelmingly to remain. we voted for our right -- >> order, order. the right honorable gentleman is entitled to be heard and he will be heard as every other member of the house will be heard. it is a simple point. please digest it. ian blackburn. >> thank you, mister speaker. the prime ministers travel to scotland today, people in scotland voted overwhelmingly to remain. we voted for our right to be respected and we are not prepared to give up those rights. the prime minister must explain to the people of scotland why her deal will rob them of their rights as eu citizens. >> he started his remarks by comments about unemployment and the government approach to unemployment. what do we see under this government? 3.3 million jobs created, and the forecasting of 800,000 jobs being created, employment rates at near record high, employment at record high, unemployment rates since 2010 and with the people of scotland voted for, to stay in the united kingdom for 13 conservative mps. >> and marie trivially in. >> parties cannot reach a fair agreement they go to a judge to offer decisions. mister speaker. in the case of the eu this parliament must be the junction, does the prime minister agree once this is rejected the eu controlling and dominating the proposal deciding the future, the uk will be better off spending the money set aside to prepare for clean global brexit. >> can i say to my honorable friend. >> the honorable lady's question was heard and i will hear the prime minister's replied, the prime minister is entitled to have that reply properly heard. >> thank you, mister speaker. backing this brexit deal means we will control our own borders, protect jobs, no longer send sums of money to the european union but spend it on our priorities and free-trade deals around the world and having a good security partnership but if we reject this deal we go back to square one with damaging uncertainty that will threaten jobs, threaten our investments and the economy and lead to more division with less time to focus on the issues that our constituents wish to focus on so i think the choice is in the national interest to build a brighter future or going back to square one if it is rejected. >> my constituent matthew is one of those very brave people who wave their anonymity around abuse they suffered at the hands of a member of the church of england. the prime minister will be very aware of the harrowing evidence coming out of the independent inquiry into child sexual abuse which could have been prevented if a law on mandatory reporting had been in place. international evidence shows mandatory reporting doubles the number of children placed into safety when introduced. will the prime minister commit to protect children and introduce mandatory reporting across all institutions including the church of england? >> can i first of all say how sorry i am to hear about her constituent matthew and the abuse he suffered, out of this independent inquiry, too much abuse allowed to carry on for too long and too many people suffered as a result and it isn't just the case they suffered at the time the abuse was taking place, that suffering remains with them to this day and we should all recognize that. the issues mandate reporting, we did look at this very carefully when i was secretary, there was mixed evidence about the impact that this reporting has and there is evidence that in some evidence that it can actually lead to the genuine case not being given resources they require but i say to the honorable lady i don't want any doubt about the seriousness that i am this government take this issue. we are repairing, doing our best to repair, claiming we can fully repair but doing our best to repair by giving adjustments to those people who suffered at the hands of too many institutions including institutions of state for too long. >> many of my constituents are worried about crime and the chancellor a budget speech acknowledged these are under pressure by the changing nature of crime. with decisions on the police funding settlement imminence can i urge the prime minister to make sure we get more police on the beat? >> can i say to my right honorable friend i recognize the concern she had expressed and i would like to reassure her we have been protecting police funding and courses to further increase funding through the precept and including an additional 460 million pounds available to complete but i recognize the issue she raised and we will ensure they have the resources they need to cut crime and keep community use safe but there is also a role for chief constable for crime commissioners as operational leaders and local representatives to decide how best to employ resources to manage and respond to individual crime and local crimes. >> thank you. i know the prime minister is visiting scotland and dancing in the streets but i have been horrified by the noninclusive way the governments went about brexit negotiations. what lessons has the prime minister learned so we can have a simple productive negotiation for the act of union? >> i say to the honorable gentleman, he will be well aware about the desire of the scottish people to remain in the united kingdom. we have every stage throughout the negotiations working with the administration. my right honorable friend has been having regular meetings with the administration. officials have been making some so the voices of the administration have been heard in our negotiations. >> the small businesses in market towns play a vital role in the local economy. can she assure me that she will end if necessary intervene to ensure the rule of governing cash machines are safeguarded and that the actual themes of rural communities are recognized underpinning those jobs and businesses in rural communities? >> i think my honorable friends for recognizing the importance of small businesses particularly in rural communities and the widespread reaction remains extremely important in day-to-day lives of many consumers and businesses throughout the uk. link, the uk network is committed to maintaining access to cash through atms and the payment systems regulator set up by the government ensuring the uk payment system work in the interests of their uses and they regulate link and i can assure my honorable friend the regulators closely monitoring the situation and holding link to account for its commitment to maintain the broad geographic spread of atms across the united kingdom. >> watching the incubator, a difficult experience and you see that because all my children have been through that but the reality is the law does not work. we spend weeks on newly minted units and taken alternatively. will the prime minister agreed to meet an accounting challenge? >> can i think the honorable gentleman for raising this issue, because of experience, concern to other members across the house. what i understand is the department of business energy is undertaking a review of the provisions for the parental needs legislation and those who experience multiple birth and working with charities representing parents free premature babies and neonatal care to understand pressures and issues those parents face when a child is born prematurely. they share the key findings in the new year and i will ensure that relevant minister from the department meets with him to hear that experience. >> david amos. >> last week the debate took place, the motion was this house believed the united kingdom is less united than ever. i was part of the team opposing the motion and we comfortably defeated the motion. would my right honorable friend agree with those young people that the agreement this house is being asked to vote on actually threatens our union, worked out by largely unelected people and has a distinct flavor? >> my honorable friends might not be surprised if i don't quite share this analysis of the deal we put forward but this is a deal that does deliver on brexit. it is important, it does deliver on brexit but does so in a way that does protect the united kingdom. and issue i set out on this house on many occasions that we are keen to ensure was dealt with in this deal, a deal that protects jobs and delivers on people's vote to ensure that we leave the european union and do so in a way that delivers no free movement, no jurisdiction of the court of justice, not sending that to the european union every year but can i thank my honorable friends for engaging those young people and debating this matter? it is important to get young people to maintain that interest in politics. >> damon lewis element. >> mister speaker, the chancellor has broadcast to the nation that brexit will make the uk poorer. the prime minister's last-minute concession in europe puts the future on the line and long-term trade arrangements, article 50 -- the people's vote with an option to remain. >> can i say to the honorable lady i already quoted the reference of what the chancellor said. her reference to the chief minister of gibraltar is contrary to what the chief minister of the broader said that the united kingdom stood by gibraltar and we will continue to stand by gibraltar and i believe in terms of the second referendum it is important to deliver on the vote of the british people but i would just ask her to consider this. it would be possible to hold a referendum before march 29th of next year. that would mean having to extend article 50 delay in brexit or leaving with no deal. the best option for this country is to ensure we deliver on the brexit vote, leave the european union next march and don't delay that point and leave with a good deal that will protect jobs across the country. >> desmond swain. >> is she concerned about religious persecution in the holy land and will she welcomed the visit of the patriarch of jerusalem? >> i thank my right honorable friends and he will know that this weekend does mark the start of advent, time of expectation and hope for christians and read wednesday when lance work buildings including these houses of parliament will turn scarlett and max solidarity was persecuted christians which i would like to welcome the patriarch of jerusalem for his upcoming visit and i know some israelis could face additional structural challenges particularly christian and muslim israelis who experience higher rates of unemployment and discrimination and we certainly encourage the is really government to uphold equality for all enshrined in its laws but i give my right honorable for the assurance i will work with government and the international community and united nations to support the rights of minorities including christians. >> vince cable. >> in the next 10 days there will be informed debate on government proposals on brexit and various alternatives including an election, there is no reason why the public should be alarmed by continuing discussions of the chaotic no deal because it is in the power of this house and the government to stop it so will he reassure the public that under no circumstances this will happen? >> as he said, we will, on december 11th be looking at the deal government negotiated with the european union. i believe there is a clear choice, backing that deal will rise with certainty and ensure we deliver the vote further, the best way for jobs and the economy and failure to back deal would lead to chaos and uncertainty for people in the future and the clear message i get around the country is people don't want that chaos and uncertainty. >> this country exports vast amount of traffic to other countries. and speak to been up exporting our rubbish to other countries the land in the ocean. >> an important issue, i hope recognizes the action the government has taken in relation to plastic. i was relieved to see a company that 29 years ago started taking plastic and turning this product people could use, garden seeds and tables, and initiative 29 years ago to what we considered the right thing to do today. >> dan cardin. >> the prime minister is traveling the country seeking public support for the brexit deal that will secure industry and jobs. will she visit campbell and shipyards where workers have been forced into industrial action fighting the threat to save hundreds of skilled, secure jobs, at a company that won 620 million pounds of government contracts? because what faith can people have in the future if she will not act to save secure jobs in our defense industry? >> i realize what we worrying time this must be. the government doesn't have a role in the strategic direction of the management of the company but officials are in touch with the company. officials are in close contact with the company and are being kept informed and i hope there is a dialogue between all sides to work together to come to a solution in the best interest of all involved. i recognize the worrying time this must be. >> it is widely reported that fearing backlash in the uk the prime minister personally intervened to stop the government offering sanctuary and the christian mother faces a serious threat to her life. prima mister take an opportunity to put the record straight and permit doing everything the country can to offer sanctuary to that mother. >> can i say to my honorable friend, first of all i might say as a number of questions my honorable friend shouldn't believe everything he read in the papers. the position of the government is very clear. the absolute prime concern we have is the safety and security of the family and we want to say there is a resolution of the situation and this is obviously a primary function for the government in pakistan's and publicly supported the supreme court, promised to uphold the rule of law and provide continuing protection and we could approach this and two ways, we could say we want to go out and say something to show the uk is doing that or what is right and we are working with other countries to make sure as i say, prime day which is the safety and security of bb and her family, what is provided for so working other than the international community and the pakistani government on that. >> mrs. hodgson. >> this morning, the proposed plan for the rescue service, the minister finally admitted in relation to funding, there's been a more challenging settlement than the authorities, how would the prime minister right this wrong? >> sounds to me like she outraised her concerns in this matter with the bates in westminster, with the debate in westminster hall and we have been looking at the issue, what we have seen over time with plans to be put forward on which money is spent which is not worked for final authority, it is important to make sure the level of protection they provide and the level of support they provide is there and she had a response from the minister this morning. >> the prime minister will be aware that in recent weeks an unprecedented number of migrants crossed the english channel to enter the united kingdom in small unseen were the craft. does she agree with meat is very important britain and france work together to find the traffickers behind it, put a stop to

mr speaker. they wa nt to be settled. —— mr speaker. they want a good deal that sets us on a course for a brighter future, want a good deal that sets us on a course for a brighterfuture, and they want us to come together as a country and to move on, to focus on the big issues at home, like our nhs. the deal that will enable us to do this is now within our grasp. in these crucial 72 hours ahead, i will do everything possible to deliver it for the british people, and i commend this statement to the house. the labour leader said the government had promised a trade deal by now. instead we have 26 pages of waffle. cheering this empty document... this empty document could have been written two years ago. it's peppered with phrases such as," the parties and will look at, the parties will explore. " what on earth has the government been doing for the past two yea rs 7 government been doing for the past two years? they've managed less than one page a month since the referendum. the prime minister said nothing is... the prime minister said nothing is agreed until everything is agreed. it's clear from this document that indeed nothing is agreed. this is the blindfold brexit we all feared, a lea k blindfold brexit we all feared, a leak in the dark. the snp said the plan betrayed the fishing industry. scotland's fishing rights thrown overboard as if they were discarded fish. so much for taking back control, more like trading away scotland's interests. this is an absolute dereliction of the promises of scottish conservative members and the secretary of the state for the environment, food and rural affairs have made to scotland. shame on them. the former brexit secratary, who resigned last week, criticised plans to avoid border checks in northern ireland, the so—called backstop. the backstop ties the uk to the customs union and single market rules with no voice and an eu veto over our exit, while paragraph 23 of the political declaration makes that the political declaration makes that the starting point for future relations to build on. the top reason people voted to leave the eu was to take back democratic control over our laws. isn't it regrettable but inescapable that this deal gives even more away? it's now clear the eu are beginning to accept there are alternative arrangements that can be put in place without the need for the backstop. i would say to the prime minister that if she wants to have the support of my party for the withdrawal agreement, then we need to see an end to the backstop ambos alternative arrangements put in place. cani place. can i regretfully point out to my right honourable friend, of course, nothing in this political declaration changes the hard reality of the withdrawal agreement, that gives the eu a continuing veto over the unilateral power of entire united kingdom to do free trade deals, or to take back control of out deals, or to take back control of our laws. can i therefore respectfully suggest that it would be better... we can except the generalities and the self—contradictions contained in this political declaration, that we should junk forthwith the backstop upon which the future economic partnership, according to this political declaration, is to be based, and which makes a complete nonsense brexit. can we be clear, mrit is not. a deal is what we have at the moment, i happen to think it's a good deal. this is simply a piece of paperfull of good deal. this is simply a piece of paper full of meaningless waffle, it is not legally binding, it doesn't have anything about frictionless trade in it, it has lots about the ecj in it, even though the prime ministers as it doesn't, and it cuts of opportunities for our youth. the benches are clearing out behind the prime minister, when will she realised the only way is a people's vote ? the honourable gentleman says what we have at the moment is a deal, what we have at the moment is membership of the european union and the british people voted for us to see is that membership and leave the european union. the prime minister, who may very well be back in the commons on monday to update mps on the weekend summit. now, the case of a british phd studentjailed for now, the case of a british phd student jailed for spying now, the case of a british phd studentjailed fo

mr speaker, the benefit freeze takes £i.5 mr speaker, the benefit freeze takes £1.5 billion from 10 million low and middle—income households. a low income couple with children will be £200 worse off. for them, there is no end to austerity. labour would have ended the benefit freeze, and as she well knows, labour policy is to raise taxes for the top 5%, and for the biggest corporations in the country. that would be a fair way of dealing with financial issues facing this country. and can the prime minister... can the prime minister confirm... will she kindly confirm there's still another £5 billion of cuts to social security to come in this parliament, if it lasts till 2022, hitting the incomes of those with the least. will she confirmed that? yes or no. cani that? yes or no. can i say to the right or all gentleman that, of course, what she fails to mention from the budget is asa fails to mention from the budget is as a result of the changes we've made on universal credit, 2.4 million people will benefit by £630 a year. theresa may was in no mood to apologise. i'll tell him what else this government has done, by taking a balanced approach to the economy, careful financial management, what do we see? borrowing down. unemployment down. income tax down. 0h, up, they say. i'll tell unemployment down. income tax down. 0h, up, they say. i'lltellthem... i'll tell them what's gone up... support for... order, order! isaid support for... order, order! i said the right honourable gentleman must be heard, the reply from the prime minister must be heard. the prime minister. the labour benches want to know what's gone up, i'll tell them what's gone up, i'll tell them what's gone up, i'll tell them what's gone up. support... as long as it takes an going to tell you. cheering -- i'm as it takes an going to tell you. cheering —— i'm going to tell you. support for public services, up. growth, up. wages, up. get... debt is falling, austerity is ending. under the conservatives, the hard work of the british people is paying off. the snp leader focused on brexit. why did this government last week quietly begin a dramatically truncated tender process to try and stop our medicines at a cost of tens of millions of pounds? funds that should be spent on frontline health services. the prime minister has only been concerned about how brexit might harm the conservative party. it is time that the prime minister woke up to the real harm, her brexit policies could cause to patients. prime minister, isn't it the truth that this government is in a blind panic trying to cover up for a blind brexit? no. cani no. can ijust no. can i just say no. can ijust say to the right honourable gentleman, first of all, first of all, if he had been listening and paying attention over the last months, he would have known that actually in the budget last year, the chancellor made clear there was money available for no deal planning. we stepped out the no deal planning. we stepped out the no deal planning. we stepped out the no deal planning in the summer. some of the more hostile questions faced by the prime minister came from her own side. can the prime minister tell the house why she and her government believe it's right that government spending is to be increased at a faster rate on overseas aid than for hard—pressed faster rate on overseas aid than for ha rd—pressed schools, policing faster rate on overseas aid than for hard—pressed schools, policing and fire services in the uk? and while this house might be typically out of touch with public opinion on this issue, will she act at the vast majority of the british people think that the walk priority is crazy crackers? —— wilshere accept. cani crackers? —— wilshere accept. can i say to my honourable friend, i continue to believe it's right that the united kingdom maintains its commitment to spend 0.7% of gni on international developer at. in the budget, the chancellor announced every state school in england will get a dedicated mental health professional. —— international do them at. mental health is the biggest issue she faces in herjob —— international development. i've been in post for four years and from the first day, children, parents and professionals have streamed through that door to tell me about the difficulties they've been having in getting health. typically if we can sum it up, what are the key issues? —— getting help. the key issues are first of all the shortage and lack of help available for so many. we know only one in four children get help, and even with plans in place, that's reduced to one in three. there's a real paucity of early help to prevent these crises happening, there's black holes in the system all over the place. the committee's investigating mental health services for children. anna longfield said those who did get treatment often have to wait and unacceptable length of time for it. i think there's a whole range of issues that are affecting their mental health. some of it is about the complexity of life. i think that some of it is about pressures within school. some of it is the fact that stigma has reduced so more children are identifying this and they feel able to talk about it. do you think there's anything that's changed environmentally that's infected this? might isa just environmentally that's infected this? might isajust the internet and the secretary of state's comments on that? i certainly think the 24/7 immigration is adds additional pressures for children. it's something that doesn't go away. there's great pressure on how they look and how popular they are, that all adds to difficulties and anxieties. now, i'm often asked, is there a crisis? certainly for those children who can't get help, there isa children who can't get help, there is a crisis. anne longfield. the environment secretary michael gove has insisted that trade deals after brexit will not allow imports of food reduced to lower standards than permitted for uk farmers. there are concerns british farmers will be undercut by imports of cheap food with lower standards, such as hormone fed beef oi’ standards, such as hormone fed beef or chlorine washed chicken from the united states. mrre to the commons environment committee were a labour member raised rates of food poisoning in the us. i've seen figures from a number of organisations that said... juan figallo scene is one in 66 people a year, another is one in 70, they succumbed to food poisoning, in the states it is one in six. why is that when there's not a no problem with food production? —— there's no problem —— one figure i've seen. 0ne problem —— one figure i've seen. one reason why you have washing in chlorine or other chemicals is that there was a risk as a result of having chickens in essence kept in circumstances where their welfare was compromised and they were kept in circumstances where the amount of space that each individual bird had was less than we would allow in the united kingdom. that increased the risk of infection, and that increased risk of infection was dealt with with chlorine washing so it started as an element welfare issue but it has human health implications —— animal welfare. chlorine w
