mr. chairman. it is with deep disappointment that i stand in opposition to the bill. i joined the house committee on agriculture because of its reputation of being bipartisan. i represent an entire state, urban, rural, and suburban. the bill is vital, and that is why i was so disappointed. of creating a thriving economy and moving people out of poverty is a goal we all share. throughout my career, i have worked to connect people with jobs. as a former secretary of labor and social services, i have overseen work post development and economic safety net programs. i believe in work, we believe in work. however, the proposal would essentially forced individuals to pay for an unproven, untested and severely underfunded program. what happens if your child gets sick or your car breaks down, should that mean you and your child go hungry for up to a year? what makes this even more troubling is the program designed to give us best myctices, one of which in home state, have not been completed or evaluated and won't be until 2019. why are we putting the cart before the horse? if the majority is really concerned with getting the policy right, why not wait until we have evidence and data to make good use

mr. president, i rise today to oppose the nomination of brian montgomery. he's been nominated by the president to serve in the u.s. department of housing and urban development as the assistant secretary for housing and federal housing commissioner. if confirmed, mr. montgomery would oversee the federal housing administration which ensures loans for homeowners, multifamily rental buildings and health care facilities originated by h.u.d.-approved mortgage lenders. h.u.d. is how they would -- they would oversea h.u.d.'s housing counseling program and rental assistance for 1.2 million low-income seniors, individuals with disabilities and families. we're considering this nomination at a time when the nation faces all kinds of housing challenges thanks to a deep shortage of affordable rental housing, a quarter -- think about this -- a quarter of all rentals -- i'm sorry -- a quarter of all rentals, a quarter of all households renting rg paying more than half their incomes for housing. that means if anything goes bad in their life, if their car breaks down on the way to work, if their child is sick and they have to decide do we send our child to school
