i do not know if these questions are for mr. adams, but the one overarching question that i have is in terms of the amount of money that is involved, i am wondering for purposes of clarifying what is a very complicated presentation, what the amount of money we are talking about is for the next five years and then 30 years. if you can sort of give us -- how much money are you creating or putting aside for the first year, two, three, four, five? just to give members of the public an idea of how much money we are talking about. >> it gets more complicated as the years go on, but it is $20 million in the first year. there are potential commitments that we would need to start to make, so we have an obligation under the charter to spend $50 million on homeownership programs, so one way to do that would be a $3 million per year allocation. you are under no restriction to do that. we probably ramp up spending. the first year could include up to $3 million for home ownership program. it could also include $3 million for our housing stabilizati

mr. speaker, i rise in regard to h.r. 3796, the adam walsh re-authorization bill. mr. scott: to claim the time in opposition although i do not oppose the bill. h.r. 3796 authorizes various grant programs originally established pursuant to the adam walsh child protection and safety act of 2006. while i support re-authorizing these programs i'm concerned about what is missing from h.r. 3796. unfortunately the bill fails to address many of the problems that the states and indian tribes have encountered in i.menting the sex offender registration and notification act known as sorna, which is one of the provisions of the original adam walsh act. so far only 15 states have been found by the attorney general to be in compliance. years before sorna became law, many states had developed their own sex offender registries and dedicated substantial resources and research to develop effective sex offender management systems. to lure these -- lower these efforts in -- is not only wasteful, but it could adversely affect public safety. i offer 10 amendments in the full committee markup

mr. chairman, this gets to be a very serious issue, if we want to get our troops out of afghanistan. at numerous hearings with general adam, who commands in afghanistan, general mattis, general of central command, this was their recommendation. this is what they said they needed in order to get us and get our troops out of afghanistan. which i think we all want to see happen as quickly as possible. certainly i can tell you that i do. we did not fund it totally because some of the plans were not sufficient or sufficiently considered. but generally this is what our commanders in the field, those responsible for fighting the fight, those responsible for leading our troops, this is what they tell us they need to get our troops out of afghanistan. and so i do object and oppose this amendment. i yield back my time. the chair: the gentleman yields back the balance of his time. the question is on the amendment offered by the gentleman from rhode island. those in favor say aye. those opposed, no. in the opinion of the chair, the noes have it. mr. cicilline: i ask for the yeas and nays, mr. chairman. a recorded vote. the chair: the

colleagues armed services ranking member adam smith, budget ranking member van hollen, johnson, nadler, polis, stark, welch, and woolsey, aamong others. as you know, mr. chairman, last year, congress passed the budget control act which put in place spending caps on discretionary spending. despite these statutory limitations, the appropriations committee set overall military spending billions of dollars above what the pentagon requested or what was agreed to under the budget control act. a deal is a deal. while many of us did not support the discretionary caps under the budget control act, our amendment simply brings pentagon spending in line with the law. again, a deal is a deal. it does this while protecting our active duty military personnel and retirees from misguided efforts to cut their compensation and health care expenditures by prohibiting the additional cuts from coming from active duty and national guard personnel accounts or from the defense health program. let me repeat, not a single penny would come from active duty and national guard personnel accounts or from defense health program. the pentagon budget already consumes already 60 cents
