mr. aiken. >> thank you, i'll address myself to the section of the budget particularly dealing with the armed services committee. as many of you may remember, it wasn't so many weeks ago that we all stood up and put our hand up and we took an oath of office to, among other things, to stand by the u.s. constitution. now you don't have to be a great reader or a great scholar to get very far into the constitution, that is to the preamble to understand what our mission is and what our priorities should be first and foremost. and that is to provide for the common defee. common sense would suggest to us that if we are being attacked by foreign countries or bombed or whatever, our interests are being destroyed, then our life, liberty and pursuit of happiness isn't so valuable if we do not have a decent nation security. and so that is a top priority. in that regard, this budget is quite austere. we are taking the $178 billion in savings identified by secretary gates, 100 billion that can be revested in
