mr. secretary. let me ask i can if i can about my understanding of this proposed requirement regarding supplement and supplant that senator alexander was discussing because i understand that when you think about the context of the new law being a an devolution of power back to the states and then you read language that points a school district or a state in a spec direction on methodology, those two can look inconsistent. let me tell you how i read them as inconsistent. this is a section that is talking about the way in which a school district will develop a methodology. but there's a difference between saying the methodology will be or the methodology must be versus what the language says which is the methodology must result in. and essentially, what it must result in is a rearticulation of the underlying goal of the statute which is that the federal dollars ultimately supplant, not supplement not supplant. so am i reading that right that sort of the key here is that the language doesn't say the methodology must it be x and y. it says the methodology must result in the essentially the goals of the underlying statute that we all wr
