supervisor avalos: thank you very much. ok. >> supervisors, mr. reiskin mentioned earlier our strategic plan and focusing on safety. one of the things we have task the commander and security folks and safety faults with about goals -- one is to reduce crime on muni by 5%. redos graffiti incidents on muni by 5%, and also obtain a fare evasion rate of 5% on the system. the only area we are having problems with right now, which the commander has truly changed the deployment plan, is the fare evasion rate. we are seeing that steadily increase. what has really helped us to increase our enforcement on the system with fare inspectors -- we move them from our metro east facility to our south van ness location, so they are centralized now and can travel throughout the city as opposed to writing the t line to a specific location. we move them downtown, and they can go wherever they need to go. we have seen a reduction in crime. we have seen a significant reduction in graffiti incidents, and we are working very hard to reach that 5% goal that we have set. th

supervisor avalos: thank you, mr. president. i also like to thank supervisor wiener for his work in crafting legislation that did not exist out of thin air and it took a lot of effort and work in your office. you and yourself, to make that happen. and grappling with numerous interests as well as a number of dogs per walker must have been very challenging. so i want to acknowledge your work in that and also the work of the city departments to help with that effort as well. i do have a concern about the number of dogs per walker here. it's something that initially i thought should have been something that can promote business but also be something that would be manageable for the walkers and to take care of a number of dogs as well as be something that would be helpful for the dogs and their welfare as well. i considered, you know, a larger number to be somewhat more difficult to manage on both the walkers and the welfare of the dogs and also the impact to our parks a mainly consideration as well as the parks development has been

supervisor avalos: thank you, mr. president chiu. colleagues, one of the most challenging parts of this job is not necessarily voting on legislation but voting on the individuals who come before us. and the commission appointments are a real challenge that i face in this. i actually met with tim eicher on the request of supervisor wiener and i was very impressed with mr. eicher and i found him a really great person who's done a lot of great work in the castro and owns several businesses, some outside of san francisco asle. he runs castro after dark. i know he comes with strong expertise. but i also had, later, -- i did not make a commitment to mr. eicher because i wanted to look at other commissioners as well. i see that lee's wealth of experience extends for decades and as someone that's been a performer, entertainer and someone who has organized events and done a lot of work like mr. eicher has in fundraising and working with community groups, i felt that his experience was somewhat superior, especially looking at the entertainment

mr. benson. and i appreciate supervisor avalos' thinking on this. and definitely i'm happy toer that there's been a change. there's a cost that comes with that. again you heard the earlier discussion about the extent to which, the ability to actually pay for mitigation could impact the environmental and says that we have to do here. and so how much is it going cost the port to deal with this -- with this mitigation -- with this issue? >> this is a big and important question. and it's something sma we've been struggling with to try and paint a big picture. the project itself would be $5.1 million. and that b.a. could not enter into a contract that would exceed that amount. he could dispose some p.c.b. transformers that need to be replaced. and that's a port responsibility. we would use existing port revenue bonds, debt proceeds. the port commission and the board of supervisors authorize the commission as the initial funding source for the project. that would be subject to a reappropriation by the board of supervisors. we would likely pay that borrowi
