mr. rose. supervisor avalos. supervisor avalos: yes, oewd, talk about retention. that would be great. >> with regard to retention, that is part of what we are pledging that we will do as part of an annual analysis. what we are required to do and what we have been doing to date in order to verify that the jobs created are low or moderate income individuals is asked the businesses to provide a forum to their employees which asked them what their income as. that form and then it needs to be returned to the employer and returned to us, and we need to be accountable to hud, as well as to you, about the claims being made about low-income jobs being created. it is a challenge to get that information which the employees are not required to provide. we have to provide best efforts to get that information. common sense says that any small businesses that are often providing relatively low-wage jobs, that these people taking the jobs are probably low to moderate-income individuals. however, we have some of the seventh five jobs that have been created through this loan fund,

supervisor avalos: thank you. mr. flanagan briefly touched upon this project. there was concern from the public about talking about the deeper? >> this action, this work that we're doing is largely in response to concerns, one of which we heard being that there is some pressure to go forward with choosing a policy action sooner rather than later, as we do have a bridge that does need to be replaced and we need to learn more, if we go with closing this bridge, we need to be clear that the connector road option would work. one of the concerns that we heard was that we were doing this in the wrong order in when needed to do a luminary work on reviewing these options. so, that is why we are here today. secondly, concerned about how the connector road would fit in with gerald avenue and other street work going on in that area, reconfiguring intersection. we are taking a good look at coordinating with the produce market and bring it back to the community in response. supervisor avalos: thank you. it could very well be that we have a choice between three options and r

supervisor avalos: thank you, mr. mayor, for being here and thank you for coming out to the arbor day celebration on saturday. we had a great turnout and a lot of great work was done. the change we have seen on brother headway in district 11 has been remarkable over the past five years. i know the community clean team helped initiate that. in 2006, there was part that was screened up along the median and it has been really great in terms of creating a new presence for the street. our issue is around pedestrian safety where the views are blocked, but for the most part it is a great and most of the residents want to see it finished from niagara to daly city. there was some talk about that happening from the past supervisor and a lot of interest to see how we could complete the project at hoping your office can make that happen this year. what are your thoughts? mayor lee: thank you. it was my pleasure to work with you along brother away. was arbor day and part of the beautification process. we did a first in a superviso

supervisor avalos: thank you, mr. martin. i did put a call in yesterday to the port. i did hear that a lot of folks there are pretty crushed about the decision. i just want to say i do appreciate all of your hard work putting this together. i know it has been about a year and a half of your time. i think the city is better for it. but i acknowledge the loss that you have expressed their. -- there. it was unclear to me, the condition of moving forward for seawall lot 330. was that pulled back as well? >> the original host venue agreement had a cordele, where in exchange for $55 million of substantial improvement, development rights to see wall lot 330 and perce -- piers 30 and 32. since that is not happening, we are back to square one. we need to understand. are there more efficient ways to finance the needed improvements to get the events that would not require the development right, which is a value in excess of $20 million? i do not want to rule anything out. but i also know our goal is to be as streamlined as possible, based on the new set of circumstances. >> any
