mr. avalos, i believe this proposal that was put forward by the supervisor is a modest proposal, and in addition to meeting the level of funding that was put forward. the approach is to have to measures, for the gross receipts and another that creates a property transfer tax to pay for affordable housing. i remain concerned that and we have the measure that tries to deal with two problems, the solution does not do enough for by the row of them. if you look at the numbers from where we were when the litigation happened, as a result of that litigation, the city lost $25 million per year beginning in 2000. if your account for inflation and adjust the numbers, for us to get to a place where we make the city come back to where we were, we would talk about injecting into the system $33 million worth of revenue. this proposal would bring in 28.5 million and the affordable housing measure is approved and all of us who are supporting this -- you are talking about 13 million going to affordable housing. in reality only thing that would remain is about $15 million that would remain for the general fund to

mr. avalos, we recognize ins in life, no one gets 100%. you have recognized a great deal of support for including the larger mission bay in district 10. that has now significantly changed. many believe moving the border to 16th street supports workers in mission bay in a much stronger way. advocacy of the ucsf campus is strengthened by dividing the area with the border at 16th street. the northern border with the 16th. the southern border would be at sixth street east of seventh. supervisor avalos: thank you for your presentation. just a question for mr. henderson again, we talked about the summer youth employment program where you are planning -- were you hired 5000 two -- 5002 young people. we would like to find out how to capitalize on that because we would like year-round employment for young people. where are we getting the use -- what parts of san francisco are we giving them jobs from? >> the chief just talked about the program where he said the youths were out and doing jobs. i just went yesterday with the mayor to see what they were doing outside the san bruno jail where they are outside in the field and growing. that is supposed to be given to different agencies throughout the city. we personally met with a lot of the kids. a lot of them were from ingleside and the bayview. there were all talking about how transformative it was, not just for them but their families as well. they are paid $11 an hour for the work that they are doing. it comes down to making sure that we continue to build a final aa funnel and a bridge to thos
