mr. avalos and increased the property transfer taxes and created a lot of money and it's good and it can be $120 million. some years it's $8 million so it's a volatile source of income, but what was done by mayor lee and consensus with a lot of stakeholders let's take the properties between 1 million, and 5 million so there is an on going source. the last time the voters passed a bond like that was in 86 and it failed twice because it required a 2/3 vote and the trust fund did extremely and i think it would be good to have a presentation because i am aware there is a mix of housing. some is focused on low income and some is work force housing and i understand they want first responder housing for firefighters and police to live in the city and i think it would be good to have a presentation on prop c and i think you can advocate for individuals at the level you're describing and the importance of developing housing for them. i do want to say they think the excitement we created around barb and we got additional building that we the partnership applied through the continuum of care and it

[laughter] >> i just think it's really important to actually acknowledge decisions we make and what the impact is to overall san francisco. i see that we are making a very large investment that's going to have a major impact on moscone and jobs and the hotel room industry. we're using a lot of general fund, a third of the financing come from the general fund. what we don't see -- we're going to see economic benefits to the city, $180 million in a year in economic benefit for the city itself in terms of revenue, about $13 million supported by ted eagan. and, so, we're seeing an expansion of general fund dollars that is going to come from this. we've made other decisions recently around providing huge benefit and support g

mr. casey allen. since he's not in the audience we do have the file in the record, reappointment. served in the bicycle committee since 1999; an appointment from supervisor avalos's staff. we will open up for public comment. >> my name is -- hill chair of the bicycle advisory committee. mr. allen could not make it today apparently but i do want to speak in support of him. casey has been on the bac longer than any other member, handling roberts rules of order. also has an incredible knowledge of the city. he has bicycle for a long time and is highly unusual in the fact that his profession as a local landscape architect in gardner with specialty of the native plants of san francisco. works exclusively in returning front yards to its original health, huge volunteer effort. what is most important about that is he doesn't entirely with his bicycle. we want more people who do the business on a bicycle, especially landscape design and architecture. he lives what he walks. he is a wonderful community member i would like to support his nomination, and urges appointment. think is so much. >> thank you so much. seeing none public comment is closed. avalos? >> just a quick question. just a quick question. mr. rose touched upon it, that the feeder agreement, he described i think he said voluntary. and historically how does that agreement come about? no one really describes anything where there is a payment made as voluntary. so, i'm a little bit surprised by that wording and how did this agreement first come about, what was the rationale behind it and policy objective? >> it predates me. back in 1987 there was a decision made regionally that bart should contribute to sfmta for the bringing the riders to the bart system. and, so, it has continued to that date. and as mr. lee said, it was to be raised on the number of connecting riders. but there was i guess the available -- the data was not able to be collected. so, the metropolitan transportation commission changed the formula to be linked to sales tax. which is somewhat reflective of the economy and the level of rider ship and the health of the bay area as the economy does better sales tax goes up, ridership goes up. and as it goes down, s

mr. moscovich brought incredible staff at the mta so there is already incredible leadership. i am strongly supportive of avalosas chari. >> thank you commissioner. commissioner kim. >> i'm happy to support supervisor avalos for the position of chairmanship. it is something that he has been enthused about. i think the ta is an important piece of what we do here at city hall. i think transportation whether we talk about pet safety, cars, muni and public transit continues to be one of the preeminent issues that we talk about here at city hall and some of the things that i hope we are able to push forward % i appreciate supervisor cohen's comment about city neighborhoods they don't have as much resources. it is great to have a chair that represent one of the areas of the southeast sector that doesn't have great access to muni and public transit; we should figure out how to create more equity among public transit. the second issue is, that supposed to be transit first, where we build less parking spaces and meter all streets to make sure people are not parking in the street; we have to provide them public transit a

i know as supervisors farrell and avalos mentioned this is a precursor to more budget discussion on staffing. i wanted to say to our district attorney mr. gascon, a appreciate the emotion of the audio that you started with and for the greatest work that has been done and the one thing left out is the staffing of the victim witness advocates within the d.a.'s office, which i am strongly supportive of and the 440 victims and i wanted to drill down because i that the data being used is misleading. it's implying that court events are the way that you determine how much work is determined by the office and i think the public defender's breaking down of case times 1-5 and weighing the amount of work done is a much more valuable way to look at the amount of work that is done. so my hope is that we get the data of the type of 1-5 cases. for the district attorney's office, i think getting to data that is really useful, so that we could see what the needs of your office is really important. i did feel that some of the slides and the use of the court events was [ph*-eugs/] leading to note if you could respond to that. >> i could. the court events
