. >> president tsen: mr. beck? >> i was going to clarify with regards to the comments received. we recently calendared these rules for regulations for consideration of the tida board. at that time there had been marker buoys in the locations where they have now been reinstalled. but those buoys had been set by cal trans. and they had been removed. when the prior draft came to the board, the language that was in the rules and regulations was saying that boats are not allowed to go beyond the buoys set by tida. and the questions came back, where will tida be setting the buoys? so now that the buoys have been set, the language has been altered to reflect the fact they're in place. so there is clarity for the boating community of what it is that we're adopting. >> thank you. >> director lai: actually, my comment was clarifying the same point bob just made. i think the only two written comments we received were both around the intent and how restrictive the new buoys would be set. i think now it's been clarified by staff that, there is really no real change, material changes. it's ju

mr. rok, er, thank you. nbc's catie beck is there in north carolina. she's made her way to the outer banks. she's in the beach town of nags head about 50 miles from where dorian made landfall. it looks like it's worse there than it was just a few hours ago. >> reporter: absolutely. we are getting crushed right now. torrential rain and some very, very strong hurricane-force winds. i'm actually kind of winded myself from all of the wind hitting me. but in any case, we are seeing these conditions continue to deteriorate as this eye wall makes igts way up the coast. and after making landfall in hatteras, these conditions have really, really started to bear down on the outer banks. we did hear from the governor earlier this morning, obviously encouraging people again to not take this storm lightly, do not think it's blowing by. he's saying hunker down. this is going to be a while before it passes. he also mentioned the top concern right now for north carolina officials is about 200 people that are stranded on -- island. the road they that they would use to
