mr. gruen berg from the fdic caused problems and questions you got centered around risk management. there anything from your internal view that have come out lessons learned other institutions should know? >> i think you all brought up things like models and implementation of models and making sure risk committee is independent minded not just sitting around having a cup of coffee, all those kinds of things. there'll be more than that. >> and mr. frank talked about smart regulation you referred to earlier. we had those five regulators sitting in the seats before you. not one of them really is in charge of the others, don't really coordinate. there were a lot of questions how they share communication. no questions came up from the previous panel about harmonizing the regulations they passed on europe march 29th with europe regulations and don't appear to be lessons learned with other firms after what you go through to make sure there's real shared knowledge. do you want to comment more about what smart regulation means to you? >> when dodd-frank was done, it had an oversight committe

you probably would not come out and support chairman and gerlach 's -- mr. berg is recognized for five minutes. >> thank you mr. chairman and i thank the panel for being here. this is an important great discussion and really the next step. there is no question the problems we have got with the tax code and the uncertainty and the unpredictability has just caused so much doubt throughout our economy. i think that is just one of the key things that we need to get fixed if we are going to get our economy turned around. there is absolutely no question about it. having said that, there has been a lot of discussion about conference of tax reform and i think that is something that many of the stone this committee would like to see happen so i would like to kind of ask the panel just briefly, you know, we have got extenders. if we do that outside of the box of a comprehensive tax reform, what are we accomplishing or should they not be part of this tax reform. i think everyone that is a beneficiary of these -- the discussion today is make them stand up, make them say here

joining us is radio talk show host and steve greene berg criminal defense attorney. mr.enberg, begin with you. why is this violence continuing to happen in chicago? >> well, i think that they are a victim of their own success. 5, 10, 15 years ago we had a couple of large gangs that controlled the street and like businesses, like the mob, they targeted each other. they had crews that were out there to enforce things. now what we have got in chicago because the gangs have fallen apart, is we have got lots of little tiny clicks which refer to themselves as gangs, which are like little tiny militias from neighborhoods, they don't know what they are doing. they engage in random acts of violence because they think it's about respect. and so it's like disarray in a third world nation. >> bill: all right. but why is that any different, mr. greenberg than new york city or detroit or any of the big urban centers and what is it about? is it about drug-selling? i mean, you just don't wake up in the morning and grab a gun and go out and shoot a 16-yr-old girl on her porch. is it drug
