development appropriations bill. mr. chairman, i'm proud that we have this piece of legislation. it's our fifth appropriations bill of this year on the floor today. it's the next step in our ongoing effort to fully fund the government before the end of the fiscal year. as is our congressional duty. this bill, as the chairman has said funds a wide range of federal programs that affect every zeven every district of every state -- citizen of every district of every state. from the transportation infrastructure that moves goods, people and businesses around the country to the housing options that help most those in need the benefits of the programs in this bill are felt far and wide. in total, the bill provides $55.3 billion in discretionary spending due to reduced offsets, including lower f.h.a. receipts. the bill represents a $25 million increase above the current year. this is a tight budget mr. chairman. yet the bill targets funds to provide adequate investments in critical infrastructure and much relied upon housing pr

mr. chairman. this bill funds the rocket mr. williams: capture the rocket into space. it funds exploration grouped systems which are getting orion off the ground. we risk delaying the deep space exploration missions. it is very unique and unique aircraft that we have ever spent into space and carry them into taste space. the challenges are enormous and requires proper funding to get the job done. it is critical that we remain on schedule. my rough circulation calculations, so much less than authorized, can result in the delay by as much as two years. imagine having it ready to go and nothing space capsule ready to fly for two more years after that. unfortunately when congress assigns risk to nasa, america's space program gets criticized for being behind schedule. i thank my colleagues for their work and i'm hopeful we can work to together to stay on schedule and carry americans into deep space and i'm sure we can work together to keep orion on schedule. mr. culberson: we funded at the level requested by nasa and fully funded the number they asked for. and if additional

i'm a co-sponsor of a bill with mr. delaney that would implement a carbon tax and use the income from that to reduce the corporate tax rate and reduce the tax burden on american businesses. there's plenty of good ideas out there, but let's at least see what the administration and the e.p.a. come up with and then respond to its final proposal with meaningful legislation to address our carbon emissions. passing this bill now would prematurely undermine the e.p.a.'s collaborative effort instead of encouraging them to involve multiple stakeholders in reducing carbon emissions. under current law, the e.p.a. is required to develop and implement a federal plan for any state that fails to submit its own state plan. meaning passage of this bill would overturn that bill in the clean air act meaning a state would find itself in a place where if it fails to utilize the flexibility this rule provides, it might have a plan that they haven't been part of forming. i would urge my colleagues to reflect on a position that not only disreg
