mr. chairman. sen. boozman:'s. -- senator bozeman is next. senator bozeman: i like to thank the chairman for their hard work, and his staff. they have worked hard over these last several months on the fiscal year 2018 budget resolution. i hear daily from arkansans, very concerned with the physical state of our country. for $20 trillion of national debt, our nation simply can't afford to continue down that fiscal path. i believe this budget changes that direction. not only through the budget, but setting up the ability to go forward with meaningful tax reforms. not only does this budget balance with a surplus within 10 years of $197 billion, but it does so while reducing the deficit by $5.1 trillion over 10 years. it also protects and provides needed flex ability for the committee's of jurisdiction to write important bills, such as the farm bill and infrastructure bill. it creates a roadmap by which the senate can move forward in real and impactful tax reform . the bottom line is, 70,000 pages long. it's ridiculously complex. arkansans, all am

mr. chairman, and also ranking member green, i would like to start out by telling you a story about a young man from my congressional district, named chris boozman, i had the good fortune of meeting his mother who told me this story. he had injured his back and as a result of that, his physician prescribed an opiod to relieve his pain, soon after that, he became dependent upon that prescription opiod, and found out that he could go to the street and find something very cheap called heroin, $10. so he continued this cycle of overdose, rehab, relapse, and he was on the right path, he had enrolled in a college called rock valley college where he was studying construction management. but a year after being clean, he relapsed again and ended up passing away. and we know stories very similar to this are happening all over our country. and i was so proud when we came together, democrats and republicans, and actually passed some meaningful legislation to help address this opiod crisis. one of the bills that was included in that was to care for infants born with an opiod addiction due to their parents addiction. in fact we received the government account
