mr. newman? >> chairman boswell and members, thank you for the opportunity to testify before you today. the american feed industry association is the largest organization to represent the u.s. animal feed industry and its suppliers. we applaud the subcommittee and its members for calling today's hearing. a f ia members produces 70 percent of the animal feed in the u.s. which amounts to over 160 million tons annually. we depend significantly on an efficient and well functioning futures market for both price discovery and risk-management. agricultural commodity markets were established to provide an efficient price discovery mechanism and hedging/risk- management tool for producers and end-users. while the system encourages and require speculative participants to provide liquidity, the significant increase of financial investors, but permitted by special exemptions from speculative position limits that have been granted over time has distorted the function of these markets. in the agricultural commodity markets first implemented limits. however, this changed in 2000 when congress codified
