mr. brooks: mr. speaker, i yield the remainder of my time. the speaker pro tempore: the gentleman yields back the balance of his time. the gentleman from massachusetts. mr. mcgovern: mr. speaker, i yield three minutes to the gentlewoman from connecticut, ms. delauro. the speaker pro tempore: the gentlelady from connecticut is recognized for three minutes. ms. delauro: i rise in strong opposition to this rule and the legislation before us today. if we do not act in two weeks, the united states will for the first time in history default on its debt. with the economy in the vulnerable position right now, we should be working to create jobs instead of acting responsibly and in a bipartisan way to raise the debt ceiling, the republican majority has decided to make this a form of hostage taking to press their agenda. congress has always paid for its past financial commitment. with republican majorities agreeing on raising the debt ceiling seven times during the bush administration. everyone understands a long-term challenge posed by budget deficits

mr. brooks is not listening to the same people i'm listening to which are my constituents. i don't think the message that he got from the november election was the same message i got. now we're spending 43 cents out of every dollar is borrowed money. the national debt's $14.3 trillion and threatens a sovereign debt crisis unless we deal with it and there's no national monetary fund to big the united states out if we turn out like greece. it's premature to be beclairing who is reasonable and not. negotiations really didn't start seriously until the president himself got personally engaged and ultimately only he and mitch mcconnell and john boehner are the ones that are able to make a deal. it's going to have to pass through the house of representatives and it's going to have to pass through the senate. that's why i think when president clinton said it may be too late to get a comprehensive dole and only a mini deal done to kick the can down the road but to get the cuts we can, that may be the practical outcome here. it's really too early to say. >> what about pocketing what

mr. brooks apparently is not listening to the people that i'm hearing from in my state and across the country. look, this deal is is not over yet. we still have some time. thankfully between now and august 2 to reach some sort of negotiated outcome. but what i think david brooks underestimates is what it's going to take to pass this. not only through the house but also through the senate. it's going to require 60 votes in the senate. so it will take more than the president having a press conference or having a meeting. we need to come up with a package that can actually pass both branches of the congress between now and august 2. and i just frankly don't think tax increases particularly during a weak economic recovery, are likely to pass either the house or the senate. >> woodruff: we hear you, senator john cornyn, thank you very much. >> thanks, judy. >> ifill: next, taking desperate measures in cleveland to deal with a massive foreclosure problem newshour economics correspondent paul solman has the story, part of his ongoing reporting on the housing crisis and "making sense of financial new
