mr. brooks: that depends on what you call a conservative. most conservatives, the buckley-ite conservatives would probably say that he isn't, but my guess is that donald trump would not be bothered by that. his point is that he is practical, living to the exegesis of the time. mark: why are you solidly convinced that populism will go away? isn't it part to -- is it a purely cyclical phenomena? mr. brooks: there is some very interesting research on this. as a big tank president -- think tank president, there is something we are looking at. what the study says is, when you that hasnancial crisis highly uneven growth afterward, which we are seeing today, the bottom 4/5 of the economy has had 0% income growth since barack obama took probably -- took office, that is when you see about a 30% increase in support for populist candidates and economies. when strong growth comes back, populism recedes. particularly in the united states. this is a country that does not hate people who come in from the outside. when there is and the, company -- when ther

mr. brooks? >> thank you, mr. chairman. getting into a military academy is a highly competitive undertaking that american children, our grandchildren compete for. it's very difficult to obtain admission. what this bill does it allow or encourages the allowance of illegal aliens to compete for what are already highly competitive positions that are being filled by our own american kids. and if we have to make a judgment, my judgment is that we should be protecting those military service positions for americans over illegal aliens and i would ask that we vote no on this amendment that directly or indirectly encourages the director of defense to allow illegal aliens to take those military service opportunities in our military academies from lawful immigrants and american citizens. >> mr. cayago? >> thank you, mr. chair. service to the academy is not a right that any american has and that's found within u.s. citizens or daca recipients and why do we not at least explore that? because we should be looking at the best national sec

mr. brooks: mr. speaker, i rise today to commend president trump op his decision to withdraw from the paris climate accord. for emphasis the paris climate accord is not now and never has been an agreement that binds the united states of america. because it was never ratified by congress. more specifically, the paris climate accord, a treaty, was never ratified by the senate pursuant to arctic many 2, section 2 of the united states constitution. rather in yet another example of disdain for america's constitutional republic, the obama administration refused to seek senate approval of the treaty. by declining to move forward on a poorly negotiated bad deal, president trump kept his promise to the american people to put america first. lest there be any doubt, the paris climate accord intentionally hurt america to the benefit of competitor nations. in a global redistribution of the wealth scheme, the paris climate accord called for america to give away tens of billions of dollars to other countries. that'

>> well, this is another -- it's another data point, brooke, and it's very fortunate that we have both mrestigating as special prosecutor and also the fbi, which continues its counterintelligence work, because this could be a counterintelligence issue if if reporting is born out. yes, there are still a lot of questions, you know, with regard to what exactly was going on here, so this is maybe just the first we're seeing it, but my suspicion is that those who were trying to determine whether or not there was any cooperation or contact or collusion between anybody in the trump campaign, guys like michael flynn, whether this is -- this is a part of that's, because if you did indeed have an american citizen who was somehow cooperating with, trying to get illegally stolen e-mails for the assistance -- for somebody to have a better shot at winning the election, that's pretty serious stuff. so more investigation needs to be done but this is really fascinating. >> so, shane, smith's focus, it was these 33,000 e-mails, the project took place on labor day. weeks before that, donald trump said this

mr. eisen, how do you see it? >> well, first of all, we heard today, brooke, that there are no tapes because if trump is willing to swear to what happened, i believe jim comey. and, therefore, there must be no tapes. it's going to be a he said/he said situation. bare knuckle. that does create problems for the special counsel because you don't like to bring in an obstruction case based only on two witnesses. you want some corroboration. however, the comey memos are corroborated and, of course, there's an obstruction case here. in the united states, no man is above the law. the obstruction statute provides that if you act with corruptive intent, you can be prosecuted. that statute must be read to effect the president's decision making. look, the president couldn't take a bribe from vladimir putin to fire jim comey. that would be a violation of the bribery statute. he can't corruptly order comey to cease and desist from an investigation in order to benefit a friend or himself and there's plenty of case law to that effect. so i think we're seeing another moment in what is going to be a very long process of -- >> but t
