mr. butterfield for five minutes. >> thank you, mr. chairman. thank you for your even handed leadership of this subcommittee. when i was a trial judge for 15 years in north carolina after a session of cross-examination like this, i would simply tell everybody to just take a deep breath and count to ten. and so i'm certainly going to do that. and i ask others to do the same. let me thank you, administrator, for coming forward today with your budget and thank you for all that you do for our country. as the president has said now for years and i'm sure he tells you all of this every day, that we've got to make some tough choices. we've got to make tough choices in our budgets and clearly you have given us to day a budget that in my opinion seeks to protect our communities and promote sound science. and so i support your efforts. and i believe in what you're doing to say the least. however, on a brief note, i am a little concerned about the impact to critical infrastructure that will be caused by the proposed cut of $359 million from state revolving

mr. butterfield: yes. the speaker pro tempore: the gentleman is recognized for one minute. mr. butterfield: we are at a crossroad in america where we must decide if we're going to continue building economic recovery on the backs of middle and low-income families or whether we're going to ask wealthy americans to join in the sacrifice by paying their fair share. too many americans have already made sacrifices to aid our slow-moving economy and reduce the deficit. the military had to scale back. federal workers had to take a pay freeze. health care providers had to take a pay cut, but we have not required those who can actually afford it to share in the sacrifice. changing our nation's tax policies is not about a redistribution of wealth. it's about fairness, doing what's best for the american people. if those don't make the sacrifice, many will be affected. those that have been blessed with a portfolio that was multiplied under the bush tax cuts will not be the primary beneficiaries of tax cuts and policies. i ask my colleagues to insist all americans, including the rich, share t

mr. butterfield: mr. speaker, i rise today in complete disgust of republican conferees attempt to include an education requirement as a condition of receiving unemployment benefits. to require people who would otherwise be eligible for benefits to now either have a high school diploma or be enrolled in a g.e.d. program is discriminatory. it is despicable. adding conditions to receiving compensation does nothing to create jobs or address causes of unemployment. it's a difficult time, mr. speaker, to be unemployed in america, but republicans seem determined to make it even more difficult by kicking the unemployed while they're down. with less than a month to craft a long-term tax measure, i urge republican conferees to stop obstructing the process by insisting on distracting proposals that are only meant to score political points. i am opposed to any education requirement to receive unemployment benefits. i implore my colleagues to do the same. i yield back. the speaker pro tempore: for what purpose does th
