mr. campos, supervisors, real briefly, the health department may have employee issues. i don't know. i am not in the health department. but certainly, we should absolutely not allow that to be a backdoor way of undoing what the citizens of this city overwhelmingly supported in the shipyards and the board of supervisors support it, also. someone has said, let the chips fall where they may. the chips have fallen. this project was overwhelmingly support it. it needs to go forward. the thing that disturbs me the most, on this issue and a lot of other things, i have -- i am representing the san francisco naacp and our church -- the thing that kind of really gets me is that we love to talk about the environment, but somehow, those who seem so concerned by the environment never allow children who are hurting and living in poverty, people who are unemployed, somehow, those people never disturb their environmental landscape. that messes with my environment. having clean air does not do me any good if it is being preached by unemployed, hurting, and hungry people. we need this economic revital

supervisor campos: thank you very much, mr. president, and i want to thank the members of the small business commission for giving me the opportunity to be here today. i'm very proud to speak to you about this piece of legislation and before i begin, let me thank my fellow members of the board of supervisors for their co-sponsorship of this legislation, board president david chiu, supervisor avalos, ross mirkarimi, jane kim, thank you for their sponsorship. we are here today to talk about a very modest piece of legislation that essentially tries to make sure that in the course of implementing the very ground-breaking universal healthcare legislation that we indeed live up to the original intent and spirit of that legislation. i'm proud to say that i come before you with a full support of the father of universal healthcare in san francisco, then supervisor, now assembly member tom omyiano because this is a common sensicle piece of legislation that is essentially trying to address an unintended consequence, a loophole that was un

mr. campos said, i am matt goldberg with the office of labor standards enforcement. you may recall i was actually here about five months ago to tell you prospectively about the process we were engaged in to change slightly and streamlinetm employers about their compliance with this ordinance. i am here to tell you, thankfully, that we successfully implemented that. i think it was a streamlined process. part of the reason i am able to be here to report on the statistics is because we moved that process online, which has set up the way in which we can gather data. i will schedule some highlights of the data we gathered and share a couple of perspectives we have come to while enforcing this law on a day-to-day basis. and i will be here to answer any questions you may have. the health care security ordinance requires us to collect on an annual basis compliance data from all of the employers who are required to make health care expenditures under the ordinance. we recently collected the 2010 data, the data for the 2010 calendar year that was due to our office at the end o

mr. moreno-0 campo is actively investigating these allegations, particularly regarding the use of viagra,ich is very troubling. specifically the thing that comes to my mind is railroad -- where is this viagra coming from? how are they getting these drugs if they are in fact being used? >> and the fact that the international criminal court is now looking into this, you suggest that rape has in different conflicts been used as a weapon of war. this isn't something new. but the fact that this international body is now treating it as a crime, you think this is putting meanwhile, -- women in a better position? >> absolutely. i think it's significant and something we're going to have to watch how this plays out because libya does not in fact recognize the international criminal court so it's going to be interesting to see whether they in fact are obble gaited to fall under that jurisdiction. -- obble -- obligated to fall under that jurisdiction. but the key thing to monitor is what is happening to women in libya because it's quite obvious women are being targeted specifically and in order to ad

supervisor campos: it is a related item. mr. campbell? >> a cut ahead and did items five and six together. supervisor campos: supervisor mirkacommissioner mirkarimi? supervisor mirkarimi: i am wondering if the exit of one may give us an opportunity to send a message to pg&e that we sit down and talk question if they are headquartered here in san francisco. we have gone through a number of disagreements and battles like proposition 16. based on the information we received through their shareholders' meetings and the board of directors that have bubbled out about the reason why they wanted him gone, it had to do with the fact that he had to be recalcitrant and not very engaged on a positive level with municipalities in pg&e service jurisdictions. i do not know if that particular reason for the exit would help to flavor the quality. i would like to grab the opportunity on behalf of the city to say that we would like some co-existence through the cca. let's try to find a way to have that kind of common respect. i wonder how formally we can do

supervisor campos: next speaker. >> mr. chair and supervisors, the community has been engaged in reviewing and discussing this issue surrounding regulation to clean up bayview-hunters point for more than a decade. no other site in the country has undergone as much investigation, remediation, community process. there are more than 30,000 ground water samples. more than $700 million has been spent on the cleanup of the site. article 31 of the health code called for additional oversight of the shipyard. it predated this. it was and still is the most unique program in the country that regulates and reviews construction at this level in detail to be protective of the public. multiple regulatory agencies charged with public health and the environment are calling for the cleanup of the site. there have been peer reviews of the process implemented by dph. it has been concluded time and again that the shipyard does not pose a risk to human health or the environment. as recently as last year, the epa concluded that dph were utilizing

supervisor campos: thank you very much, mr. president. i do not want to belabor this issue. but i do want to go back to the interpretation that has been provided. i have to say i have a somewhat mixed view of this issue. i see the points from both sides. one question i do have is i do think it is important for us to know what the practice has been not only with respect to the current board but also with the prior boards. in terms of justifying something where there is a legal challenge, what the practice in the past has been is an important consideration. i think in this case that legally there is a good argument. people may disagree with it, at least, that the practice is to interpret it the way it is being interpreted. in that sense, i do think the city attorney's office can justify what was said. it happened before. in the extent of how long that has happened, that is something we should know, at least. i understand the advice. and i think it can be defended legally. so i disagree with the appellants on that point. that said, i do think that going forward we need to consi

campos: commissioner mirkarimi? supervisor mirkarimi: thank you, mr. chair. i appreciate part two of this report and mark row scopically speaking, i think the report has been helpful overall in the city's ability to move forward in its consideration of how it wants to, i think, continue -- seriously considering continuing its relationship with ricology based on information that was not there before us in the past. with the juncture that the city has met, in consideration both the lant phil contract that is before san francisco, and the strategy that is to help expedite that transportation and delivery of that contract, and the consideration that has come up because of the land phil -- landfill contract, new issues have percolated forward as to how the city can now imagine and reimagine its relationship with its waste hauler contractor. in the past, many of these issues were not as well delved into as have been recently. what that does is it takes our prospective relationship with them to a whole new level. as referenced by one of the comments, on the question
