supervisor campos. >> thank you, mr. president, i do want to make a point. one of the reasons that we're able to have these discussions here at the board of supervisors is because of the introduction of an ordinance that supervisor farrell and i introduced a few months back that no longer allows a department to spend or certain departments to spend above the budgeted amount for overtime without actually coming to the board for board approval. i think it's important to go through this process, so we can first know that, in fact, they are going above the budgeted amount, and more importantly, for the public to know that. one thing that i hope happens with the fire department because we have seen the numbers in overtime that they have spent continue to go up is that i do hope at some point there is a comprehensive strategy for dealing with [o-efplts/]. overtime. i am a strong supporter of our firefighters and i do not think it's fair to the firefighters in this city to require that they work so many hours. the fact is that any business that had the experience o

campos. >> thank you mr. chair for your presentation. i would wondering if you can explain to me a little bit about your sense of whether or not the rates that we are talking about would make the program successful because my understanding is that that is an intent here to make sure that we are setting it up to be successful. >> i think anytime there is a product especially for utility, the challenge is uncertain whether that premium product will succeed. so biggest concern is whether or not if there is any pricing lever to make the product as competitive with the status quo, i think it will help not only for people to opt in but to stay with the program. if you look at different results, there are different changes as you go to the changes level that the person has. we identify the high utilization customer, the low income customer and commercial customers as the ones with the highest indifference curves towards opting out if the rate is higher than what they are currently paying. from that standpoint if all the levers that the program

campos? >> thank you. mr. chair. i think that what commissioner breed is raising are larger issues about how bike sharing that be run and managed. i think there are very different perspectives on that and frankly there are benefits to a government agency doing it and having a private company doing it. the point is that we believe that regionably it's important for the region, the entire region to have a very sort of one approach if you will. you want to avoid the niep -- nine counties that make-up this area, you don't want to have a situation where you have san francisco having it's own program, san jose having it's own program n terms for purposes of the regional objective for having uniformity. the region will have to make decisions and what it does is allows to us make the pilot and the way the pilot is working you are talking about a thousand bikes, 500 of them would be in san francisco and the rest would be distributed around the region. as we have that discussion of what the program should look like beyond the
