mr. campos, mr. mar, and mr. yee for your wonderful resolution. i'm daniel halpert, esl faculty, city college. the special trustee has sabotaged our college in all kinds of ways. but i am here today to talk about his crimes against enrollment. first, in the spring of 2013, no course schedules were mailed out to the residents of san francisco in stark contrast to what has been a tradition for many years, thus reinforcing the misconception that we are closed or closing. second, in the summer of 2013 faculty members discovered over 200 boxes of course schedules sitting around in ocean campus and were unable to get dr. ar dwell a to tell us what he he intended to do with them. so, we took matters into our own hands ~ and started to hand out course schedules, fliers, information about enrollment and courses all over the city because in an ongoing outreach effort -- (applause) >>> which continues and many thanks to all the teachers, students, and other community members who are doing this in our unpaid free time because the administration is not doing i

thank you >> supervisor campos >> thank you, mr. president it's been a very informative discussion but i want to sort of look at it from a different prospective. i certainly agree there is a need that nonprofits have and i'm inclined to support the item but i want to step back with context. as i see it we're talking about the impact that the tax break the mid-market tax break is having in the neighborhood but the impact in other neighborhoods. i can tell you it's not just mid-market that's impacted clearly a that's a big focus of the impact. neighborhood like the mission for instance, that i represent have become ground zero for the displacement. i think that, you know, we have to be careful about how we try to address the impact of this tax break because one way of looking at it it and someone said this to me it's an interesting prospective is that we're talking about trying to encourage companies to come into this geography area by giving them a tax break that's funded by san francisco taxpayers that in return is impacting the tax

campos. >> thank you if i may call on mr. egon from the controllers office and thank mr. egging gone for the technical assistance. >> good afternoon ted. our office was approached by supervisor campos office with the request can we provide the information that will allow a landlord to understand the market rate of a unit that they were vetoing someone from and the question was could we use average rent for example the size of the unit can we get that data on a neighborhood by neighborhood basis and we advised the supervisor the best measure of what a given units market rate would be what would that have rented for if it was not subject to rent control so this led to the idea of the construction of an index that would be basically a number you would multiple by the rent of the unit that will vary for how long the unit has been subject to rent control since the last time it was vacant. this index does it varies from one year to the next it's a bigger number and it is reflecting both what the original rent would have been had the unit been subject to the allowable rent since

campos. >> thank you, mr. president. just going back to the issue of pumping, can you talk about whether or not there is a change in the amount of water that's going in? i know it's one of the contentious -- contentions that are made. so, i'm wondering if you can address that issue. >> absolutely. so, this entire wetland complex is a [speaker not understood] complex system. there is a huge amount of water going into the system itself. that's that, you know, ongoing dynamic situation we have currently regardless of whether or not this project moves forward or not. this project will remove some of the sediment, also vegetation from the horse stable pond in the collecting channel, but because of the entire wetland system is managed by and dictated by the pump operations, and this will not change the pumphouse operations [speaker not understood]. this project will not change that amount and the velocity of water flow in the system. >> wasn't this a change, though, to the pump in 2008? i mean, that actually increases the amou

supervisor campos any additional amendments >> no, i want to make sure i give mr. egging gone. >> i'm sorry mr. egon i didn't see i arrive and i'm ted from the controller's office. last week, i testified will the method doing that did controller's office that calculate this and i prepared a memo that lays out and i how much of hope certify detail that goes into the calculation and i hope it what's-her-name our questions. just to reiterate the basic idea of the index that we will provide to the rent board it something that takes the current rent and deinflates it down to the base rent to the oriental payment or the original rent when the unit was vacant and recalculates based on the average increase the market rates vacant. we're constructing an index that is simple a single number that is multiplied by the current rent and multiplied by 24 to arrive at the total relocation payment. we think this approach is administratively good and reflects the uniqueness of the particular unit. i'm happy to take any specific questions you have >> thank you. i appreciate you putti
