mr. carper: mr. president, thank you for recognizing me. mr. president, i want to return to the underlying bill. senator voinovich and i have offered an amendment, i think it is 1841. i'm not going to call up the amendment now, but i would like to talk just a little bit about it. as the chairman and our colleagues know, we spend -- we receive in this country probably 20% of the electricity we consume from nuclear power plants. all those nuclear power plants were built several decades ago. we have about 104 in all. a number of them are 40 years old, and they were licensed for 40 years, and the utilities that own those power plants have to come back to the nuclear regulatory commission and ask that the -- for an extension, if you will, on the life of a license. they're asking for 20-year extensions. the nuclear regulatory commission has many jobs. one of those is to make sure that the 104 nuclear power plants that are in operation operate safely day. if it isn't perfect, to make it better, to create a culture of safety and make sure we don't have

mr. president, i rise to speak of an amendment senator carper and i filed today, amendment 1891. this is a simple amendment and one i hope the senate will support. our amendment addresses the delaware river deepening project. this is a project to deepen the river's shipping channel from a depth of 40 feet to 45 feet in an ever to bring in more commerce. 29 miles of the shipping channel runs through the state of delaware open the way to the ports in philadelphia and new jersey. those of us with ties to the three states that are involved know a long history -- know the long history. there have been a lot of stops and starts over the years and put on hold in 2002 before being restarted in 2007. what our amendment does is prohibit the use of any funds from this bill on the portion of the project that is within delaware. part of this is up the delaware river. there's a section of the delaware river which is ruled to be part of delaware. what this thing does is say no funds should be spent until, within delaware, until the state government issues an applicable people. this is necessary
