mr. moore: thank you, senator. sen. graham: thank you, senator. senator boseman? an. boozman: thank you for -- for holding this important hearing. we appreciate you being here, we appreciate your hard work. myself and senator carper are chairs of the recycling caucus. it is very, very active. i am on lots of caucuses. i think that is one of the most active in the senate and is doing a lot of good work. again, recycling is such a no-brainer. don't realize it also creates a lot of good jobs in relation to recycling. you get the benefit of cleaning up the oceans, cleaning up, you know, so much other things, which we all want, but it also is a big economic engine. can you talk a little bit about that? ms. bekkering: absolutely. your, i think you on leadership on recycling. when i look at a municipal recycling program, we have created 1300 jobs. economicital source of empowerment. it is primarily an issue. when we look at countries in the developing world and where in many local communities -- especially rural communities -- there is not regulated waste services or management. we see the informal spent -- informal sector. we provide livelihood training for these informal waste pickers. we have also worked in countries

mr. carper: mr. president. the presiding officer: the senator for delaware. mr. carper: i just want to add one final thought. i was about to jump in my minivan and head to delaware. your father-in-law served all those years in uniform in the army and then many more years in uniform with the -- for the postal service. i want to say to the men and women who serve in the postal service around the country and men and women who serve in the military uniform, i just want to say to the postal service, thank you for enabling our men and women in service to actually vote this year. when i was -- when i was a naval fighter -- flight officer in southeast asia, my first and third tour and we were in the south china sea and off the coast of vietnam and i was asked by my commanding officer to be the voting officer. not once but in 1970 and 1972, we had 92 men, and it was to get these men signed up and registered to vote in their states and they are from all over the country. and did it again in 1972. it was a great source of joy to me to exercise our right to vote on the other
