mr. casey: mr. president. the presiding officer: the senator from pennsylvania. mr. topic that senator brown just spoke to, and i appreciate what my colleague from ohio brought to this -- brought to the senate floor today talking about trade. i want to especially commend him for not just his advocacy and his passion for standing up for workers but for the persuasive case he makes against some of our trade policies, not just now but over time. we stand now poised to debate something that -- set of issues which we really haven't debated all that much in the eight years i have been in the u.s. senate. in this case, first trade promotion authority and then of course the transpacific partnership. the people that i represent in pennsylvania know what's at stake here. we're going to have a chance, each of us, as the american people will, to review the details of this proposals but just based upon past experience with trade agreements in our lifetime and especially the last 25 years that past experience causes me concerns and really grave concerns about what's in store first

we begin with senator casey. >> mr. chairman, thank you very much. much. we want to thank the witnesses for bringing to this hearing room today your experience, knowledge significant time that you have dedicated your lives on these issues. they are especially grateful you are bringing your own personal story. these issues are difficult enough but ever more so when you have a loved one in your case a daughter that is the subject of your own efforts. we are grateful for you bringing that to us. i am tempted to ask but i won't. why this failure to vaccinate becomes so significant. that may be the question that we are all asking. but i guess a a better question to ask is what can we do to push back against it. there doing that today. i i wanted to get to some of the ground-level work that has to get done day in and day out. what happens in our schools, communities, and the office of pediatricians? you mentioned talking about the fact that you in all your years had never been exposed to this in a direct way as a practitioner. i wanted to ask you specific questi

senator casey, at last. >> mr. chairman thank you very much. sect burwell, we are honored you're with us today. let me say at the outset i've been in state government and the federal government now for what i guess is about 18 years. and i know competence and integrity when i see it. i think you've demonstrated that in this job and i think you've demonstrated that today. so i want to start with a list and i'll try to do these quickly because there is a lot to be positive about. not just in your statement and in the budget presentation but also in the impact of the aca and other policies. let me do this quickly and then i'll raise a point of contention. but i do want to ask you about medicaid and a couple of questions about medicaid. first of all with regard to the newly ensured since aca, just a staggering number of americans now are covered, and i don't have the exact number, but we're into the double figure millions and that is significant. children's health insurance i was heartened and encouraged by the proposal. just to give you a sense of

casey? >> thank you, mr. chairman. i want to thank the panel for being here today for your testimony, especially giving us firsthand information and experience from the trenches where a lot of you work. i wanted to -- i'll focus on a particular question for mr. henderson but i wanted to commend him and others who have talked about the broader context. this is a hearing about no child left behind, elementary and secondary education but at its core because of what those policies and those strategies. it's also a hearing about child poverty and a hearing about other major challenges facing children. some of the numbers, just by way of a background some of the numbers on childhood poverty are really bone-chilling. there's a report from about a year ago -- and i'm sure they'll update it this january or soon -- from the oecd the organization for economic cooperation and development. and they ranked kind of the top 20 countries on a whole range of areas. one of them is on child poverty. so we're -- of the top 20 in the world,

mr. henderson and senator casey. senator whitehouse. >> thank you chairman. my experience with the education universe is that there are really two worlds in it. one is a world of contractors and consultants and academics and experts and plenty of officials at the federal, state and local level. and the other is a world of principals and classroom teachers who are actually providing education to students. and what i'm hearing from my principals' and teachers' world is that the footprint of the first world has become way too big in their lives. to the point where it's inhibiting their ability to actually do the jobs that they're entrusted to do. so i understand there are lots of concerns and i share those concerns about making sure the benefit of education is spread evenly across the children of this country and the people who don't have a voice don't also lose out on their chance to join the ranks of economic success where they will have more of a voice. but i don't -- i went through the park tests a week ago for math mat sxikz for something they call english
