mr. williams. the chair: the gentleman is recognized. mr. williams: ever person in america has to balance the budget. i'm a small business owner. i still own a business. i have owned and operated my business for 41 years and i balance my budget every month and in many cases every day. the government should be no different. and until we balance the budget, we don't know the true fiscal condition of our country or of a company or of a family. it's like a business that is overleveraged or a family that has overborrowed. deficit spending can obscure the real pinth. but eventually the numbers come out. once they line up, you get a view of your fiscal condition. we have gone far too long without knowing our country's financial condition. in the last four years, we have had trillion dollars deficit. our nation's credit rating was downgraded and our publicly held debt is on track to exceed 76% of g.d.p. in 2013. yet we still spend more money that we don't have, pushing the country towards a department-driven crisis. if the government deposit have th

commissioner campos. >> thank you mr. chair. just a quick question. whenever you make this kind of investment you want to make sure you have a maintenance plan in place so you project that investment and make sure it lasts as possible so if you can briefly talk about that please. >> yeah. so there are two ways i like to talk about maintenance especially when talking about the muni fleelt and one is regular maintenance of the vehicles to keep them functioning and working and clean for the public as it is used day to day, and the other is the component replacements that are necessary on the fleet. for example a light rail vehicle needs to last 25 years and over the life of that vehicle major components like the trucks need to be replaced and we don't have the resources within the region to always do that. currently on the one fleet we have funds to do limited truck replacement because when the components fail the vehicles is out of service and sometimes a long-term period as we wait for the parts to come and that's why we don't always have the availabil

. >> hi, good morning, mr. chair, my name is steven chen and i am here to represent the eagle club indoor gulf at 555 howard. i don't have an entorage here i did not know that it was a big thing and i am one of the co-owners and the other one is back at the shop running the place. basically we are an indoor golf facility in san francisco there used to be one in mission bay, but to my knowledge that has been shut down for a couple of years. so, michael and i, we are both first business owner. very young to this and very new. so we just trying to fill the void of the golfing activity that is going on, well the lack of it any way. so michael and i started this whole thing and we have been open a little less than two months now and we believe that a beer and wine license will greatly help us in bringing in more foot traffic and sort of riding on item number two and this will add a lot of great value into the people that are looking entertainment and improving the golf game and coming to the environment to relax and enjoy

. >> thank you, mr. chair and i want to thank you colleagues, supervisor mar and campos may remember that in the first few years in office, night life violence was a significant issue and the number of incidents of fights and shootings and other violence in and around night clubs and other entertainment venues was an all too common occurrence and we had in those years, a significant debate about whether the entertainment commission was capable of regulating public safety in and around the night life, you may remember that the mayor suggested that the police department take back some of those authorities. and we also heard from the entertainment commission that they did not feel like they had the tools of telling the authority to do what they were charged to do and so during that time period i spend quite a bit of time passing at this point, four different pieces of legislation to give this city and the entertainment commission more tools to do that. we passed legislation requiring clubs to beef up security req
