i want to know what happens if all of what mr. chiu is proposing -- and i like what he is proposing -- what happens if that is struck down? what happens to the tenants? the other right that is not being talked about is the right to quiet enjoyment. 30 years of construction does not constitute quiet enjoyment and the right to safety, which is also guaranteed by california civil code. when toxic substances are poured into your environment daily for 30 years -- safety? hardly. 30% of tenants at parkmerced currently are seniors. are they going to benefit from this housing? no. this housing will not be affordable to most people in san francisco. we know that most people in san francisco cannot afford market rate housing or condos? who is this being billed for? obviously, not the people live in san francisco right now. that's the problem. they're asking for more gentrification by doing that. history should have taught us that lesson by now. finally, i would like to propose that the only way that we protect the rights of tenants, the only way

president chiu: thank you, mr. chair. first of all, i want to thank superviser elsbernd and wiener for your consideration of these issues here and obviously at the end of the day we have to balance the different interests that we have. from my perspective, i do think that while i have issues with supervisor wiener's initial resolution, i think that the amendments that he has offered really do help to emphasize the fact that, first of all, while there may be a lot of issues with the currently proposed plan , this leaves room for future ongoing dialogue between ggnra. i think that the amendments clearly lay out that we recognize and welcome additional engagement, consultation, public dialogue and we all hope that it leads to an improved plan that meets the needs of all the various stakeholders that are here. that is where i think we should go and i think that the resolution now supports that and this is why i will be supporting supervisor wiener's amendment but understanding that we do have issues that we need to resolve wi
