supervisor farrell: thank you, mr. chiu. you know, colleagues from my point of view, i was on the rules committee when we considered the candidates. both mr. lee and mr. eicher obviously very well qualified. mr. lee has extensive experience in the city, as does mr. eicher and supervisor wiener spoke very well about it. but from my point of view, it is really simple and a rule we really adhere to, until i think about this time, this appointment on the rules committee, was that when we have qualified san francisco candidates as supervisor wiener mentioned, to grant a residency waiver requirement for someone, it's just something we don't do if we have a san franciscan willing to represent. i know mr. lee has been in district two for a long time and i believe and understand he moved out for personal reasons and i very much respect that. on a very personal level. however, the fact remains he is asking for a residency waiver requirement. what are we seeing -- saying as a board here if we're going to overturp the rules committee, gr

supervisor mar: thank you, mr. chiu. i'm supportive of supervisor wiener's leadership on this. i didn't realize how much work he put in on this issue, as we had two full hearings at the land use committee. but also the small business commission and i see the thoughtfulness that went into the recommendations that were considered. i'm glad you have worked on the dog licensing issue because the director of the animal welfare and control was here earlier and you've worked out kind of with the dog pack and the other groups, there she is behind me, a lot of the issues. i'm not supportive of the amendment by supervisor avalos but i understand the logic but i realize that you're juggling a whole bunch of different things. it's a good piece of legislation and now infinity is the number that dog walkers can use, i think it's a good regulation that balances the need of the small businesses but also public safety and environmental health and the welfare of the dogs and the families that the dogs come from as well. i'm supportive of supervisor wiener's legislation as amended by supervisor c

president chiu: mr. rose? >> just to clarify, originally, we issued a report last night's, and we recommended that you reduce the total authorized amount by $2 million plus, in this was based on the actual projected need out of $26 million plus an additional 5% contingency of $285,000. and then we said the recommended that you approve the resolution as amended. they should work to identify all of the specific discounts and the mou be amended to clearly offer these. this would be subject of people -- future borders supervisor approval. this was just prior to today's board of supervisors meeting, regarding unpaid bills owed to recolgy that date back to 2010, and we now want this to be amended to instead reduce the total authorized amount by over $1 million from the originally proposed $29 million to a revised total. this revised amount is $619,000 plus more than the money that we previously recommended in our report that we sent to you last night, and that is based on the additional unpaid garbage bills from jul
