city's budget. we would like to hear answers from mr. johnson, miss davis and miss olague. >> i will give you two examples of where he i would start to look. one we had with regard to the mta a major problem with work orders and waste and inefficiencies and we see other agencies basically cannibalizing muni. muni buss are being fixed with plastic bags and duct-tape. that kind of waste and inefficiency should be cut out of the system immediately. we need to look at our upper management fee schedules, including the highest paid police chief and some of the highest paid top brass at the police department. so i would start to look at our master fee schedules at the upper management levels where we can save some money. >> thank you. miss johnson? >> i agree with that, the sfmta is one of the areas where we found the department whose money was going places that nobody was looking for. that is what i'm trying to talk about. and you can throw more money at it, but a lot of people who have been there have been there a long time running our state.

mr. orion and my understanding is the jurisdiction of this board is to oversee any commission and every department of the city -- >> mr. orion, are you sure you're not addressing the board under item 4a? >> no. i want to see if i am correct or no and this board's jurisdiction is over every department and commission in the city and have those don't have hundreds of thousands of dollars when wronged to approach this commission so this commission would access the commission every department and if they violated anything you would overrule that and not everyone has thousands of dollars and have the board of appeals address the concern and doesn't matter which department or commission. that is my understanding based on what i read -- what you call it? the internet about board of appeals. this is the purpose of the board of appeals. it is to citizens who do not have tens of thousands, hundreds of thousands of dollars and the board of appeals and over jurisdictions and commissions and uss what happens and you decide. that's all i have. >> thank you. any other general public comment? >> okay. seeing none we will move

mr. chairman. our next two awardees are going to be recognized for their extraordinary deeds on what is a night a week ago sunday, which, very dramatic night for the city. the celebration of the giants' victory and the subsequent events that followed with that. and first we want to recognize mr. simon timany who will be introduced by the supervisor from the 8th district, scott wiener. it's our honor to have supervisor wiener here. but mr. timany, very briefly, took -- at a time when the celebration -- that everybody looked forward to became something more than a celebration. mr. timany intervened dramatically to try to prevent an unruly mob from attacking one of our vehicles and others. for his actions, he himself was personally attacked. nonetheless, he remains an unrepent ant person in terms of trying to intervene and do the right thing and we are pleased to introduce him and to have supervisor wiener to say a few words. >> good afternoon, supervisor, welcome. >> thank you, chairman owen, director, mr. haley. i'm very happy to be here and communicating with you. when i'm not haranguing you about any maintenance or liability. the day after this happen

city and county of san francisco. >> thank you. and the sponsor is president david chiu. >> thank you, mr. chair. and thank you for delaying consideration of these items. our jail committee went on for a lot longer than we expected. but, colleagues, the legislation we have in front of us would allow the city to accept a gift of a commemorative plaque to be installed in the stockton street sidewalk adjacent to washington square park in honor of jack early who was not only a beloved telegraph hill community member who passed away in 1998, not only the president of his own san francisco-based company, but an urban conservationist who made his mark on a ridge route on a rocky ridge in telegraph hill that the city had once considered unusable. mr. early single handedly created a spot of greenery that is now named for him the jack e. early park and for his efforts he won an award from san francisco beautiful and was nominated for environmental prize by friends of the urban forest. when mr. early passed in 1998 he bequested five large evergreen trees to the city and those trees were planted at washington

the great dolores jaurta and a living legend in our country chuck makes his voice heard from city hall -- mr. mayor you know that, to the white house to neighborhoods to the whole country and when a former president was threatening to privatize social security he organized the community and made his voice heard and prevented turning social security into a privatized gamble for our seniors. we all owe him a great debt of gratitude for saving that pillar of economic security. [applause] and he's doing that now with medicare, with medicare. i mentioned that dolores received the presidential medal of freedom and that day president obama recounted one of her mantras. she is always saying "don't wait to be invited. step in there". does that sound like her? throughout his life whenever he sees a challenge or need chuck has stepped in there. he has not waited to be invited and appropriate that we award him with this award and in doing so i am pleased to be joining our great mayor -- aren't we proud of our mayor? it's wonderful to have him as mayor of san francisco? mr. gibner's off-the-cuff opinion which he did not site you any opinion number or the memo from the actual city attorney. so i think from my point of view, it sounds like mr. gibner is winging it and that is he offering you his personal opinion not a legal opinion. and certainly not a legal opinion as issued by the city attorney. so i remain concerned on the decision of whether you should be hearing this case and i'm not really quite ready to jump into the merits without, you know, some kind of reconsideration. it stinks to high heaven whether you can see the perception or not, that there is a perception of a conflict of interest in this case. you should not be hearing it. and i should not have found out from miss herrick that i had a conversation with mr. st. croix. nor i did know that miss herrick was being dragged into this, simply to give you a recommendation. i thought that i would be headed towards the san jose ethics commission. but it appears they don't have one. and i am very disturbed that it went to an ethics commission it should have been referred to a jurisdiction that has a ethics

mr. davis >> let's be frank there are control interests in agenda at city hall and a cronyisticism that includes [hr-ufrpl/]ry condominium for the ultra rich, corporate tax breaks, chain stores and parking garages, a vision for san francisco that doesn't include a lot of everyday people. it's getting to where students and seniors on fixed incomes and young families and teachers and firefighters and everyday folks can no longer afford to live in san francisco. we have a crisis of affordability here. i think the city's economic development polices have a lot to do with why we're starting job/housing imbalance when you are so focused on the power elite, the twitter tax breaks and not focused, which i think we need to start to do. on the economic development interests of our small businesses. which are the life blood of the san francisco economy 80% of our economy is small business along our commercial corridors and most jobs are created by small businesses each year. the city needs to reorient its economic polices towards small businesses and start to remove the red tape and stream-lining the permi
