i know it was a priority of the city. mr. sincori championed us at the local level and worked with mr. ammiano. they plan to implement it by next summer and would obviously not require any more filing of paper copies which makes imminent sense. the second item is a lengthy item that is the biannual requirement for us to update our conflict of interest code. it's a rather lengthy ordinance but an assembly of all the conflict of interest codes. each individual department works with the city department's office and ethics commission to update the categories whether or not certain officers of the city if they are involved in decisions of the city have to file form 700 statements of economic interest and so forth, so this is merely the requirement of our biannual update. i do have a request of the committee to adopt an amendment of the whole since it is a lengthy ordinance as the city attorney went through it they found a few drafting errors and i can provide a copy to the clerk and provide a copy of the committee members and mr.

mr. walton to be replaced as city cio and director of dt. that was a very strong recommendation. that was not something that i took lightly and apparently something that shocked a number of people and the responses speak on to that. i believe that position, head of dt, collaborative and build trust and if that happens those things will work better and the things run by the department will also work better and there will be that understanding developed but i don't think that's there now and i think that's the root of a lot of what you just talked about. i think coit itself meds to be more functional and really set policy and review policy for the city in terms of it, not just get reports after the fact of things that happened, deadlines that slipd, budgets that slipped and as a final example dt put out rfp for telecomaudit for the city's voice line. i don't believe coit knows about that. i don't know where that was in the budget. i believe there is city staff that could perform that function and ask them why don't they know where the phone lines are and i hope this gets better and

and second, i would ask that you pay close attention to the comments you've heard from city staff. mr. wyco and ms. jones. what they expressed is so sensible, it's so true, it's so conforms with our reality and what we see of how this is -- how c-e-q-a affects the city. they deserve enormous credit for what they've said to you. what supervisor wiener is doing was attempted i think 10 years ago by supervisor fiona ma and a couple years ago by supervisor alioto-pier. it's some modest changes to administrative code section 31 to get negative declaration and cad x's to conform to the same rules that apply to e-i-rs. supervisor wiener, who was very eloquent, i can't match what he said, listed a whole bunch of projects that get appealed, including the bicycle plan, affordable housing projects, libraries. for environmental law to be used to appeal those types of projects says that something's wrong. it has nothing to do with the environment. this is a very sensible proposal. it deserves to move forward. and finally, i'd say i have the good fortune to work with many of the best land use attor
