mr. clyburn's district when the guy went into the church and killed the people who were -- a prayer group there, you remember that person should not have been able to buy a gun but it was an overlapping jurisdictions, city or county or something, when they went to do the background check on him, there was a delay. and they -- it came back, they didn't clear him, but they couldn't positively say he was prohibited. and the base law, the federal law, under which they were operating said if you can't identify someone is prohibited within three days, you have to give them the gun. so that guy never got a complete background check. they knew he was a problem, but they couldn't identify it. he got the gun and went into that church and murdered those people. california had a 10-day waiting period. you have more time to figure out if somebody should or shouldn't have guns. ms. pelosi: i want to commend mr. thompson for the work he did when we did have the minority in terms of expanding the nics background system. the nics improvement act requires federal agencies to submit mental health records. w
