mr. cohenand if there is anyone else who would like to speak, i don't have any other speaker cards, but please come forward. >> good afternoon, supervisors, peter cohen and i'm here today just as and a citizen and activist in my neighborhood work. for the last ten or more years i have been very involved in the upper valley area on retail issues. so i guess i approved a little bit of history. i worked on the initial legislation and i'm really happy to see this level of really deep, analytical work being done in a phase 2. because at the time, we didn't have a really good data or studies and there was actually a reticence to do that. and i think i testified here, supervisor mar, several months ago, that i think the next step in terms of really understanding formula retail as the an economic level, we have to get down further into this kind of analysis. and the tools, i think that we need to review projects are just what is coming out here. you know, eventually we have a set of criteria now that w

mr. cohen: thank you, madam speaker.morate the 11th anniversary of the attacks on our country, we should recognize the men and women who have fought so bravely for our country over the last decade. this weekend i had the honor of holding a welcome home ceremony in my office for sergeant major marvin l. hill. sergeant major hill enlisted in the army on january 18, 1978 and served this country in a wide have a right of roles for 35 years. most recently he was selected by general david petraeus to serve as command senior enlisted leader for the international security assistance force and united states forces in afghanistan. a great honor and very important job. command sergeant major hill's numerous awards and decoration the bronze star, and one for valor among others. our city is proud of major hill and all the men and women who serve in our forces. i express appreciate for the noncommissioned officers who put their lives on the line every day. as we bring the operations in iraq and afghanistan to an end, i look forward to

mr. russeau, supervisor cohen has a question. >> if you could go back to the last slide. you said the title of slide that says, "estimated citywide impact for formula stores opening in district 6." i'm curious if you did study or analysis on some of the impacts of what it would be in district 11? they just opened up a whole foods and i'm curious to know what would happen in district 10? do you have that data? >> the next one, this is using the same model, but by district. so what we have done here is shown what the impact would be if a store such as the one we described, a large retail formula establishment located in each district in san francisco based on the number of establishments there now. so when you are asking about district 10, the non-formula retail food establishments, we didn't count whole foods or safeways, but just the non-formula. there are 60 in place right now. using the results that they found in the chicago study, it would result in 27 stores in that district closing. >> 27 stores? >> 27, two years after opening. and then the employment impact there is

. >> supervisor cohen: thank you, mr. president. thank you, madam clerk. i just want to ask that my colleagues join me in a moment recognizing the life of mr. robert price. he's passed on. and would like to close the board meeting out in his memory. a little bit about mr. price is that he was an army man. he served in the united states army, and then he came west to san francisco in 1969. as an outreach worker for youth for service, which was at that time a nonprofit organization here in san francisco, dedicated to the service of the, quote, throw away. the throw away children of san francisco, bob worked with neighborhood gangs. bob's success was attributed to his ability to accept youngsters as he found them and channel their frustration through competitive sports. he was also very well known as the supervisor of the emma gri resettlement program. he trained and placed 500 -- in various jobs in 20 months. he was named man of the year in 1979 by bear area council on soviet jewry and was recognized and commended by california assembly on february 20, 1980.
