. >> i have one other question, maybe mr. cohen, he is still here? given the scarcity of resources issue that we just heard about, and your advocacy for the inverse, what do you say to that? >> well, miss heartily is correct, we have a certain amount of resources now and those are all been programmed and there is sort of a game plan for the next five, six years. but the conversation is about adding more resources. so what we need to be thinking about is how to meet our housing goals? because we saw earlier, we're at 41% in produce of low-income and 16% of moderate. we have to figure out what we want to achieve and then what that costs and that becomes the a. sizing for our new revenue package and housing working group came up with six ways from sunday how do you find new money? we're bog to be work on that as well. so we don't work backwards from how much money we have now. we say how do we spend that? and what more money do we need to be able to achieve some of our policy goals? that is how we approach it it could be silly to say we can't afford it,

the administration was very clear, mr. cohen thank you for being here today at the start that the sanction relief would be very limited, but the enforcement would be very stringent. yet in the last six months, we have only had one public announcement of a sanction enforcement action. can you speak to that and speak -- has iran stopped its procurement efforts and attempts to bipass our financial sanctions? >> as i noted since the jpoa went into effect we have imposed sanctions on close to 100 entities that were related to iran including some just the end of december. a set of individuals and companies involved in trying to assist iran in getting access to u.s. dollars, which remains forbidden. we have had a series of actions taken over the last several months. some in august some previously. we act when we have the information available to us to take the public actions and announce them. that's the tip of the ice burg. we have been continuing to work on ensuring that the sanctions remain in place and remain firmly in place throug

we've had an extremely difficult time and i'm sure mr. cohen will tell you this, convincing the public, prepare -- prepare themselves for a catastrophic event. we saw hurricane wilma, not a catastrophic hurricane, it would across the top of my house and yet we had tens of thousands of people the day not the day, the hour of the storms die down in line for food and water because they hadn't prepared themselves. that cost the federal government millions and millions of dollars to do that. so that only pre-disaster mitigation is the plan the training, it's educating the public of what we expect from them and getting the private sector to protect their businesses also. we lose about 40% of our small businesses and every catastrophic event. they just don't have the wherewithal to come back. that's a huge hit on the economy. we saw in hurricane andrew going to homestead come it took 20 years for that community to recover because the small businesses failed. there were no jobs, and people bailed. so it is a partnership and it is something we have to w

cohen. with that i will submit. >> thank you. supervisor wiener? >>supervisor scott weiner: thank you, mr. clerk. colleagues, a few things. first as supervisors cohen and farrell mentioned we are doing a few things around public safety. first, we've requested that the city controller analyze what full staffing of our police department means in san francisco. we know that many things impact public safety but one important factor is how many police officers we have. and one of the most common things that i hear from constituents is why don't i see police officers in my neighborhood. and it is a frustration and a lot of parts of the city and if you, as we all know that department is under staffed. the charter sets full staffing at 109 1 officers due to years and negligence that was dropped to 1700. we would like to bring it back up to 2000 officers. even before it was put in the charters in the 80s. we have a larger city now and neighborhoods that didn't exist and more larger events in the city and it's not g egg to stop. we are going to continue to add more population and will have more events in san francisco and i don't th
