mr. cole speaker pro tempore: the gentleman from oklahoma is recognized for five minutes. mr. cole: i thank the speaker and i thank the gentleman for yielding. h.r. 2362 is simply a bill to facilitate economic development in indian country and to expand the range of options open to some of the poorest and most disadvantaged of americans, the first americans. currently as my friend mr. hastings pointed out economic development is often hampered in indian country by restrictive leasing practices on indian reservations. h.r. 2362 directs the secretary of interior to create a demonstration project for up to six tribes engaged in economic development with foreign companies and foreign countries. tribes will develop the guidelines for their own economic activity with these entities, the secretary will approve them and we will over time learn how to do business between indian tribes and foreign countries. something frankly we know comparatively little about. one of the things that comes out of this i

the speaker pro tempore: the chair recognizes the gentleman from oklahoma, mr. cole. mr. cole: i thank the speaker. i thank you for including me on your committee. h.r. 5872 is a bipartisan bill and it did pass out of the budget committee unanimously as has been mentioned several times here. that's a good thing. i think honestly we have a very strong bipartisan agreement that sequester is a very bad policy, something that really shouldn't be allowed to happen. obviously i also sit on defense appropriations subcommittee and so i focus on that area and if we don't arrive at an agreement before the end of the year, we'll have $110 billion worth of cuts, but about a 10% cut on top of a half a billion dollars we have already taken out of defense. that will have tremendous consequences in my state, potentially 16,000 jobs, $620 million, $630 million to the state's economy. we all hope this doesn't occur. but we all know that the administration does have a responsibility to plan for it and to inform us of those plans. so far it's failed to do that. worth noting for the record, mr

mr. chairman. >> what are we watching there? >> well, one thing i'd like to make very clear is that that morning there was one accountable officer onboard uss cole, and that was me. and all i've ever asked for in that investigation and anything that you view that accountability determination in how my ship performed before, during, and after the attack. i think admiral clark is absolutely right, when he looks at it, he says, yes, there were probably things i could have done differently when i pulled in that morning. i made a decision as every commanding officer has the latitude to do based on the physical circumstances that they face when they pull in to make a judgment decision on which force protection measures to follow and not to follow so that they are specifically tailored to the situation they face and the intelligence that they have available in that particular time. i made that determination. there were some measures that i didn't what the c & o faulted for me and rightly so was that i had not immediately informed the chain of command that i adjusted the posture based on the physical circumstances that morning. he clearly said there was
