mr. secretary, just to give you a sketch of what is happening and the unbelievable damage that has been done to west virginia. i will give you three of the highest coal production countries. mingle, cole, and boone county. that is where the highest quality of coal comes from. in 2009, the unemployment rate in mingle was 4.9%. it is now 11.9%. in logan county it was 4.5% it is now 10.7%. in boone county it was 4.3% and now it is 8.8%. in just between july 2014 and july 2015 in my state of west virginia we lost 19,000 jobs. 19,000 jobs. we are the only state loosing population. it just seems, mr. secretary, this administration is so insensitive to the damage it has done economically without trying to help us transition. we are not arguing against technology. you know, re-newable? we are for all of that. but if you have a base power you have counted on for a long time there has to be some support and certainty. i will use this to segue into this. i think you requested cutting $240 million in de-obligated funds. and using that as going back into the clean coal technology. the only thing i would ask is if you all are not going to commit to seeing these projects through to fruitition -- fru
