mr. conyers: mr. speaker, i'll yield myself such time as i may consume. the chair: the gentleman is recognized. mr. conyers: members of the house, i strongly oppose h.r. 185, the so-called regulatory accountability act. under the guise of attempting to improve the regulatory process, h.r. 185 will in truth undermine that process. it invites increased industry intervention and imposes more than 60, 6-0 new analytical requirements that could add years to the regulatory process. and they make no bones about it in this bill. as a result, h.r. 185 would seriously hamper the ability of government agencies to safeguard public, health and safety as well as environmental protections, workplace safety and consumer financial protections. that's what we are debating at this moment. so my greatest concern is that h.r. 185 will undermine the public health safety and well-being of americans. the ways in which it does it is almost too numerous to list here, but i will mention a few. first, h.r. 185 would override cri

mr. conyers. it seems we are have been bipartisan support on a very important crisis in our nation and around the world. in 2014, mr. obama, president obama, said at home we are leading by example. my administration is cracking down on traffickers, charging a record number of perpetrators, we are deploying new technology in the fight against human trafficking, developing the federal government's first ever strategic action plan to strengthen victims' services and strengthening protection against human trafficing in federal contracts. in the past year the white house has hosted events on ideas to continue to fight that scourge as i have called it. the president -- the present legislation before us, as i rise to strongly support it, h.r. 460 is a human trafficking detection act of 2015. this is a great partnership between homeland security and judiciary, between homeland security, a committee of which i'm a senior member on, and judiciary, to fight against human trafficking. and in particular this bi

conyers offered a bill to make it so. for years the bill went no way. it gained momentum in atlanta in the 1970's. mrs.t her mission to see the nation honor her husband every year on his birthday. mrs. king anderson martin enlisted morehouse spellman, and other students as the foot soldiers in that effort. on november 2 1983, president reagan with mrs. king at his side signed a bill that made martin luther king's birthday and national holiday on the third monday in january for the first time in 1986. today martin luther king day is one of the most recognizable in america. almost every city has an -- has a street named for dr. king. almost every school has a picture in their classroom. in 2015 dr. king has been dead longer than he was alive as has been pointed out. for some of us, dr. king is still a contemporary figure. for most of us, king is a figure consigned to history like the other men for which we have built monuments in this space washington, jefferson, and lincoln. almost every american alive knows the words, "i have a dream" should have -- should be associated with martin luther king. the rea
