that's what mr. cook has done in this particular piece of legislation, is talk to to them and find a way in which the land can be used to help people. yes, he released some wilderness study areas that were designated unsuitable for a wilderness designation but then created three times that number of acreage in new wilderness designations as well as scenic refer designations and because land is needed for recreational purposes, he puts protections for people who are using this land, h.o.v. users that ensures these areas will not be closed administratively. and if that opportunity will not be taken away at a whim. so what he has dorn is work very hard with the local people to find local people's needs and desires for their local land and provides them an opportunity that will provide not only economic benefits for a few, but also recreational benefits for many as well as creating new wilderness designations at the same time. this is a win-win for everyone involved. and i commend him for his hard work in com

mr. goodlatte: i thank the gentleman from texas for yielding me this time and for his hard work on this issue as well. this is a very good bill. it's not something that was cooked up overnight. this bill was introduced six months ago. it's based upon legislation that's passed out of the judiciary committee in previous congresses, and some of it in this congress. it is a gd effort to make sure that we're addressing all three aspects of immigration law that need to be addressed. it has a very good proposal with regard to the daca recipients. they get a legal status permanently for the rest of their lives. renewable every three years, as long as they don't commit a crime. that's a statutory protection. that's not something that's subject to court challenges. it's not something that's subject to the whims of any president, past, present, or future. it is something that allows them then to avail themselves of existing pathways to citizenship, and it is something that will allow them to work in the united states, live in the united states on, own a business of the united states, travel in and out of the united states. i think it is a good first step in addressing thi
