mr. cornyn: madam president, are we in a quorum call? the presiding officer: yes, we are. mr. cornyn: i ask unanimous consent that the quorum call be dispensed with. the presiding officer: without objection. mr. cornyn: madam president, as most people know, the majority leader is the only one who can schedule action on legislation on the floor of the united states senate. none of the 99 other senators can make that happen, which means that the lack of productivity on some very important matters by the united states senate lies squarely at the feet of the majority leader. and i have to say that our lack of productivity here in the united states senate verges on what can only be described as malpractice. i say that as a recovering lawyer who used to defend cases of alleged malpractice. but we've wasted valuable floor time on partisan nominees and political show votes and not advanced the fundamental causes that are so basic to governing. things like funding the government, things like passing our annual defense authorization bill, something we've done more than 60 years in a row.

mr. speaker, i rise in strong support of s.1608, the starr-camargo bridge expansion act introduced by senator cornyn of texas and passed unanimously by the senate. the critical infrastructure is vital to maintaining goods and services. the starr-camargo bridge, a privately owned toll bridge on the u.s.-mexico border serves as a crucial link spanning the rio grande and connects rio grande city in texas with mexico. it is a commercial transit point facilitating many hundreds of millions of dollars in trade every year. expanding the bridge will enhance international trade and help reduce costs for american families by improving the flow of goods. the planned upgrades will ease commercial traffic and help address supply chain issues. the proposed legislation will allow the bridge's private owners to finance the expansion and improvements through toll revenue without the use of taxpayer funds. because it's an international port of entry, expanding the bridge requires statutory changes which have been carefully reviewed and approved by the state department, the department of transportation and u.s. custom

cornyn spoke on the same topic. sen. schumer: before the month is out, mr. president, both parties in both chambers must unite on the most important goal of this work period, keeping the government open with a temporary extension of federal funding. a continuing resolution, as we all know, is not a substitute for the appropriations process, but rather a tool to give us more time for the appropriators to do their work. unfortunately in this body at least, democratic and republican appropriators have a very good track record of working together. in divided government, the only way congress has been able to pass cr's is through bipartisan cooperation. we have seen that again and again and again these last two years. unfortunately, house republicans have regrettably forgotten that lesson. about a week ago, they introduced a six-month cr that from the first proved to be insufficient. given what has happened in the house the last few days, it has become clearer and clearer that only a bipartisan solution will work. we've been saying this all along, but the events
