. >> thank you, mr. critz. we proceed to mr. coffman of colorado. >> thank you, mr. chairman. thank you, all of you, for your testimony, for your service to our country. my concern as a marine corps combat veteran is specific to the remains of those who have been lost, particularly in afghanistan or iraq, and certainly anyone lost in combat. and i can remember being in iraq that there was extraordinary care and respect paid to those that fell on the battlefield. and where i see the breakdown, whether it's with the air force at dover or the army at arlington, is the fact that you have civilian personnel, whether by the army or by the air force, that, number one, come from a different culture. where that respect may or may not be there. but is not necessarily shared. but more importantly, are not subject to the uniform code of military justice. when there is a violation of a regulation, it is, in effect, a lawful order. and uniform military personnel can be prosecuted under the uniform code of military justice. where civilian personnel are not accountable to the uniform code of

mr. critz? >> thank you, mr. chairman, and secretary panetta, general dempsey, secretary hale. thanks so much for being here. thank you for your service to this country. secretary panetta, the air force recently announced four structure changes in light of the new national defense strategy. these changes include major aircraft reductions to both combat and mobility forces. and an an air reserve station in pittsburgh, pennsylvania, outside a brac process. the base serves 1400 active reserve and guard units of both navy and air force and has tens of millions of dollars appropriated for improvements. can you tell me if the decision to close the base was made in coordination with your office or with other stakeholders, and how many other bases are being identified for unilateral department of defense closure outside of the brac process? >> congressman, i really recommend that you ask the chief of the air force that question, because the decision to make that decision was in his hands as part of the strategy that was being implemented to kind of fulfill the strategic goals that we w

mr. critz's district, that both chairman bartlett and i went to that is a very real concern on behalf of industry that the skilled workers are not going to be there after such a lengthy shutdown. so after going cold for three to four years, how can we be sure that that capacity will be able to regenerate itself? >> well, it's a great question. it's one we're very concerned about and very focused on as well. what we have attempted to do rg approach. first of all, the department of defense is leading what is called the s2t2, a analysis of all of our industrial partners to try to assess those greatest vulnerabilities, the kinds of things that you mentioned, mr. reyes, and to figure a path forward for all the services jointly as to how we might lessen that challenge and burden on the individual locations. beyond that, the army itself is doing an industrial baseline. our folks and our acquisition community are looking at those things as by way of example, you mention the abrams shut down in ohio. what we're doing with gdls, general dynamics land systems, the contractor on-site is trying to en

we proceed to mr. critz of pennsylvania. >> thank you, mr. chairman. i'm trying to get my arms around this. mr. lepore, you said that in the '70s at some point jurisdictional responsibility for -- is it every other national -- or any other veterans cemetery was transferred to the va? >> the army at the time managed 82 cemeteries -- or 82 national cemeteries, and under the 1973 national cemeteries act, those cemeteries transferred to the department of -- what was then just the va, now the department of veterans affair, except for two. arlington did not transfer and the soldiers and airmen's home national cemetery here in washington did not transfer. the army retained those. >> okay. is there any trouble like we're experiencing in arlington at any of these other cemeteries? >> we have not audited anybody beyond the activities at arlington, so i really can't say. i certainly have seen some press accounts, but we have not -- our audit was focused on arlington. >> prior to what was reported -- what's that? almost four years ago. had there ever been an audit
