mr. gascon, and i joined him when he moved over to the d.a.'s office. joining the office on his request, because i think we really have a unique perspective, having worked on the defense side and on policy issues, and i can attest that he is undertaking a wholehearted effort to really bring some reform to the criminal justice system on many fronts, this being one of them that we are evaluating. i hope that you as city and county residents will see in our work that we really take some efforts that will reform. anybody that has participated in the criminal justice system for any length of time knows that it does not work from whatever and will you are looking at it, so the question is how do we make it better? we hope to engage all of you in that. we are starting neighborhood courts, and a lot of efforts that we hope to engage the city and county in supporting us and looking at ways to move away from the over incarceration of people and look at ways to reform their behavior. the efforts we have undertaken when george was appointed to the position -- jeff

mr. mirkarimi and his wife. nobody knows what happened. the d.a.'s office -- i am sorry, the city attorney, mrs. lopez, this case was politics. it has got to be the district attorney and the judge who created that. i personally have been dragged into court for 25 years. i lost 600 acres, and i have been sleeping in a garage with two kids. i appreciated. i do not think you or even the mayor has anything to do with this. more power above. thank you very much. [applause] >> commissioners, good evening. thank you for letting me speak this evening, after all of the other speakers. for the record, my name is -- lawrence. i have spoken before this commission several times in the past. i have been a citizen and resident of the county for 44 years. a citizen of this country all of my life. what i see right now taking place is one of the biggest waste of times i have ever seen. we live in a city of 1,000 tons of the murders, yet the district attorney has time to prosecute a man that breezed his wife's arm in an argument. -- bruised his wife's arm in an argument. you tell me which one of you has a perfect

mr. banks. >> gregg: here's what i don't get, the assistant or deputy d.a., his name is brentford ferarra, accordingng in the newspaper accounts in the l.a. times, they say that he is quoted as saying, well, we're want going to charge because it's a difficult case to prove. she's caught on tape admitting that she lied. how is that difficult to prove? >> i don't see it. and not only was she caught on tape, they have the back-up evidence, the facebook request, the facebook friend request that the accuser had sent to mr. banks as well as an investigator that was with him while she was making the statement. so not only is mr. banks' account consistent with what she said on tape but there's an investigator sitting with him at the time. >> gregg: the tape of her confession that she lied is good enough to throw out all of the charges against this young man whose life was ruined, brian banks. isn't it good enough to prosecute her? >> absolutely. and there's no question of whether this is admissible. i mean, they're using it to exonerate mr. banks. and as she said, she friended him on facebook. there's so ma

d.a. said. >> the police officer was at a rear window and he was attempting to distract mr.al epithet and that was caught on audio tape. >> so when you hear, i guess, the mocking and the "n" word that a police officer is using towards your dad, that's just got to break your heart. >> it does, and it's very hard for me to look at the video again, to listen to the audio and for them to use the "n" word and they don't deny using it and there's been no disciplinary action. i mean it makes you wonder. i would like to see their policy and procedure that says that it's okay to use the "n" word on an individual before shooting and killing him. >> mr. mcglocklin, as the attorney in the case, the officers say they removed a knife from mr. chairmanlain sr. and all the while we can hear him on tape saying shoot me, shoot me, and he's cursing. talk to me about his mental state. >> after an hour to an hour and a half of these officers abusing him, calling him names, threatening him, mocking him, he becomes agitated. and there is some indication, though it's not clear on the video and not
