mr. davidson, really appreciate being here with us. i just want to start out by asking about the recent dispute that was public between a wireless carriers in the aviation community and it was alarming i think to a lot of us. unfortunately, we saw the chairman of the fcc pretty quiet, there wasn't a lot of direction or engagement by the white house and as a result of that, the faa was pressuring company to impose certain conditions on spectrum licenses which is not the role. congress granted the fcc with the authority to make determinations of harmful interference and impose restrictions on spectrum licenses to avoid those issues. the sea ban order went a thorough and transparent process, it was vetted by the fcc's export engineers. yet the faa raise concern on the behalf of the aviation and -- about alleged interference in the last minute without due process. as ntia administrator, you are now responsible for representing matters of the executive branch of the fcc. and while this is a dispute among commercial spectrum users rather tha
