mr. davidson thank you so much for your time in mr. children i yield back. >> the gentleman yield to now be chair recognizes the gentleman from oregon mr. schrader for five minutes. >> thank you mr. secretary for being here. we are excited about the prospect. i want to take a moment to talk about congress approving an ever structure program. the big deal they disagree on a lot of things but when its bread-and-butter issues the country comes together in congress comes together. little bit of a shout-out to the democrats or republicans in tow made sure got all the, way ther. that's the nature of legislation. this is broadband deployment that will be transformational for everyone in this country where we will finally hopefully i'll be connected. we have 137,000 without broadband access and that's totally unacceptable. it's a historic investment hoping that it gets disbursed in a timely manner and the broadband -- and i just want to make sureis folks know what are the impediments and you have alluded to a couple of them. we have the mappin

mr. davidson thank you for being with us today.alked a little bit about the infrastructure bill, several times, and that new law now includes language that prohibits some grand teas from using funding to purchase fiber optic cable and transmission equipment manufactured in the peoples republic of china. however, if the eligible entity, the sub grantee, chose that or shows that this prohibition would quote unquote unreasonably increase the cost of the project, the assistant secretary is empowered to waive it. so given the efforts by this committee, congress and the administration the previous administration, to ban on trusted equipment from our communications network that present a national security concerns. several of which are manufactured in china. i'm extremely concerned at the idea that this prohibition may be waived at such a low bar. so mr. davidson, do you intend to utilize that waiver authority? >> so let me start by saying, we understand the reason behind it and believe that cyber security and security in our infrastructu

mr. davidson. can i ask you briefly about how the ntia plans to work with state, local and travel governments to create the broadband and digital equity plans and how the agency can ensure that they're serving all communities. >> perfect question. as you said, i really liked it that broadband is not a luxury, it's a necessity and that goes for all the communities you just mentioned. a key part of what we are going to be building at ntia, we started building, is a real, a muscular outreach mechanism where we are engaging with these communities whether it's the states, local communities, tribal and minority communities and what we're hiring a team of program officers here. there's going to be a person here for each state so that the state of new jersey will know who to call. they'll have a name of a person here that they can reach out to and there will be a person here who wakes up every morning thinking how can i make things work for the state of new jersey. that goes for the other programs and the

mr. davidson, really appreciate being here with us. i just want to start out by asking about the recent dispute that was public between a wireless carriers in the aviation community and it was alarming i think to a lot of us. unfortunately, we saw the chairman of the fcc pretty quiet, there wasn't a lot of direction or engagement by the white house and as a result of that, the faa was pressuring company to impose certain conditions on spectrum licenses which is not the role. congress granted the fcc with the authority to make determinations of harmful interference and impose restrictions on spectrum licenses to avoid those issues. the sea ban order went a thorough and transparent process, it was vetted by the fcc's export engineers. yet the faa raise concern on the behalf of the aviation and -- about alleged interference in the last minute without due process. as ntia administrator, you are now responsible for representing matters of the executive branch of the fcc. and while this is a dispute among commercial spectrum users rather tha

mr. davidson, for 30 minutes. mr. davidson: thank you, madam speaker. i've requested this time to address part of the state of the union that was not addressed last night. you know in fact, we saw that the president was so bold as to say that the border is secure and time-out the fact that -- tout the fact that they've caught two million people at the border as if that's success. that's what was said. what wasn't said is what's been going on at the border for a long time has been made worse by the policies that joe biden and his administration have put in place. frankly by the united states laws that he and his administration have ignored, that the secretary enables every day that he leads the department of homeland security down the wrong path for our country. so we're here to talk about stop the cartels. we're introducing a bill called the stop the cartels act. and we spend so much time on the sympathetic cause of immigration and we conflate border security with immigration. we can have an incredibly secure border regardless of our immigration policy

mr. davidson is recognized for five minutes >> thank you madam chairwoman. thank you chairman powell. i appreciate your work and book. i want to highlight the heroic work the federal reserve did to create stable markets particularly in march and april of 2020. since then, of course, there have been a lot of economic dis distortions, one of which is the inability of the federal reserve to stabilize its own balance sheet which is now over 9 trillion i appreciate mr. perlmutter highlighted some of the good news you can always turn something good out of lemons there is no good news, but the concern is in the long-term this has come at the expense of sound money. a year ago i talked to you about sound money. the u.s. dollar is sound money because many of us anticipated inflation was not transitory and that it might have some impact on inflation in light of the fact we have seen substantial change in the rate of inflation now versus what was showing up then, but was anticipated, do you still think the u.s. dollar is sound money? either way, what are the threats to the u.s. dollar as sound m

mr. davidson, chairwoman for their initiative. we think that's a very, very positive step. we're encouraged that coordination has improved and gotten much more engineering to engineering focused. it's really important that these be scienced based decisions, they're raised early and we plan for the concerns. and one thing that we think about is the whole of government approach is so key that we don't just identify concerns, but we can plan for priorities. we know that 5g is a priority and we want to plan for that, and of course, this is all about making sure that we achieve the benefits of 5g. it's about the 1.5 trillion. the 4.5 million new jobs, that 5g plans to focus on the issue. >> and over the last several years, they've ensured communication networks and the networks are secure and to continue wireless industry. international spectrum can play an important role and encouraging and trusted vendors to align with our security interest and has historically been a leader in identifying what spectrum is coming down the pipeline, however, other countries like china seek to d

mr. bergman, at our last hearing with nta administrator davidson i voiced my concern with the fia circumventing the spectrum management process and pressuring wireless carriers into accepting more conditions on spectrum licenses. congress designated the fcc as technical expert agency to make spectrum management decisions that are in the public interests and with necessary authority to work through these types of concerns. how can we move forward from this incident and rebuild trust in the decision-making process. >> your focus on this issue is critical. nearly universal set of perspectives from the way the process broke down and it is unfortunate because we had the sec and in tia who are spectrum experts looking at this issue, planning for an option wireless carriers invest tens of billions of dollars to purchase the rights to use this spectrum and 11, 13th our objections to that, that is a tremendous challenge that undermines the option authority in our spectrum framework so i think some of the things we think about our improving coordination, i applaud miss davidson for spectrum coordination
