mr. delaney: who can do that? to me it is someone who has a real economic vision that all americans can get behind in terms of how we create a more prosperous future and actually do things to prepare our citizens for the world. it is a candidate who is running on real solutions, solutions that are workable, and we tell you how we are going to pay for them, and we tell you how we are going to get them done, not impossible promises. that is the kind of candidate you need, someone who has got real ideas and can build the kind of economic future that we deserve and someone who can defend their positions and go toe to toe with the president of the united states. you need someone who can build a big tent where progressives, moderates, independents, and even disaffected republicans want to vote for that candidate, because that is how democrats won the 2018 house of representatives. we put up 40 great candidates who flipped republican districts to democratic districts. two of them came from iowa. mr. delaney: yes it is because i'm for inverse will health care.- for universal health care. the problem is i believe single-payer is a bad way to go about it because that will result in a health-care system that is underfunded and has more limited access. if the government is the only payer in health care because the government doesn't pay the full cost of health care, you will get a system that is underfunded. what i am four is a universal system where everyone gets a backbone basic government plan, but then people have options. they can opt out, they can buy private insurance, they can buy supplementals, they can keep the health care from their employer. it is a mixed model like germany has. i think that is a better way forward. david: so how will you pay for it?right now we have 18% of gdp going to health care. we can't keep going this direction. at some point you have to bring the cost down. mr. delaney: i think a universal system will ultimately bring the cost down. right now we actually have universal health care. it's called the emergency r

mr. delaney, who was saying i don't think the american people are ready for the government takeover of health care -- bernie said there is a country five minutes away from here called canada, they have no co-pays, no deductibles, no premiums, health care is a human right, they get everything they want. i was like, woah. they never talked about how much it would cost, how it would be paid for, and what really happens in a country like canada. i'm going to add on to what merrill has said with a few examples because i've been involved with this for so many years. canada is one of only three countries in the world that has a true single-payer system. this is what elizabeth warren and sanders want. private health care coverage is outlawed in these countries. the only things that can be paid for privately are things that are considered not medically necessary. cosmetic surgery, things like that. the government took over our health care system fully in 1984. canada spends about 11% of gdp on health care. we spend about 18% here. in canada, the government sets a global budget. that is what they are g
