mr. doyle of pennsylvania. the chair: the gentleman from pennsylvania is recognized for five minutes. mr. doyle: thank you, mr. speaker. we've been debating this bill, h.r. 2250, for several months now in the energy and commerce committee, and as we heard from the bill's supporters, it is intended to address the boiler mact rule finalized in february of 2011. many of us here know that when the boiler mact regulation was finalized, e.p.a. asked for 15 months to issue a reproposal. the courts rejected that request and thus e.p.a. was forced to issue the rule on time in february of 2007. however, -- february of 2011. however, they had an administrative stay on the regulation saying they would begin reconsideration with new information that had been made available. in the last few months, i've met with many industries and companies that have expressed concerns with the provision in this final rule. i've listened and even helped foster ongoing conversations between those industries and e.p.a. as the

i want to commend mr. doyle, the manager of the democratic congressional team for his victory. and commend mr. clay, congressman clay, whose st. louis cardinals are playing my texas rangers in the world series who proudly wears the st. louis cardinal uniform in the congressional game that -- and the next -- wednesday and thursday night at least one of those games, the rangers win, so that they can get their first world series championship in history. and once that happens between them, the rangers and the cardinals will have 11 world series championships. i want to thank congressman hanna for his excellent work on this bill. i am a proud co-sponsor of it. i have the congressional -- not the congressional baseball but the cooperstown hall of fame baseball cap on my head which i'm violating the rules of the house so i have to take it off immediately, but it is a great institution. 14 million americans have visited it in person since it was established in 1939. i hope to take my son or sons, i have two sons, and two grandsons, to that hall of fame in person in the very near future.

mr. doyle: thank you, madam speaker. coal ash is a serious issue for this country and especially for pennsylvania. noorly all of my constituents -- nearly all of my constituents get their power from coal and with that comes its byproduct, coal ash, it's an unavoidable part of our power generation in pennsylvania. though the commonwealth of pennsylvania has some of the toughest coal ash disposal standards in the country, i've been convinced coal ash needs to be federally regulated under the resource conservation and recovery act. we had the opportunity to vote on the coal ash issue several time this is year. we've seen policy riders on appropriation bills and legislation that tied the hands of the federal government to regulate coal ash. i haven't supported a sinnle one. let's be clear, i have no record of hamstringing e.p.a. or violating protections but there's a lot of half-truths about this bill and i think we should clear things up. for the first time, coal ash disposal will be federally regulated under rcra through p
