mr. dreier: i thank my friend. mr. price: we're happy to join today in thanking dan mulholland for all these years of work and particularly acknowledging the kind of support that he's offered our efforts. he knows a lot about congress as an institution. he has profound respect for congress as an institution. so he's had a -- he's brought a particular sense of mission, i think, to the work of these commissions that has -- that has greatly assisted us, has really helped us. he recognizes as a political scientist how critical legislative research is to the growth of democracy, first in post-communist europe and now all kind of emerging democracies around the world. had the privilege of traveling with dan to warsaw last year to observe the 20th anniversary of that earlier task force work. and i can assure, colleagues, he received a hero's welcome. his work has not gone unnoticed. and it's not going to go unnoticed by us as well. we want to salute dan mulholland for his many, many years of distinguished service. we want to

mr. dreier: i thank my friend for yielding. i'd like to say, mr. speaker, i've listened to my friend from worcester keep throwing out this term open rule, open rule, we've had these chances for open rules and not had an open rule. based on the definition that my colleagues on the side of the aisle had, we had open rules. bills considered under what we correctly describe as a modified open rule were described by our friends when they were in the majority as an open rule. now having said that, what we repeatedly said was that since in the entire four years of speaker pelosi's leadership of this house we had one measure in four years considered an open rule. we said in our pledge to america that we wanted to make sure that the appropriations process is done under an open amendment process. and we're going to do our dog gonedness to make it under an open rule. if you look at, as mr. webster said so well, and i want to congratulate on his management of his first rule in the house, making 33 amendments in order has not in any way predetermined the outcom

dreier mr. speaker, if i could -- mr. dreier: mr. speaker, if i could reclaim my time, what we've shown is that the economists say on one hand, on the other hand. the fact is, not every economist agrees on this notion, but a statement has been made and in fact my friend made it upstairs and that is, he said, when he was quoting mark, that everyone basically, every economist came to this conclusion and my point in actually referencing professor taylor is that there is disagreement on it. i happen to come down on the side, personally, of mr. taylor. i think it's important for us just because we want to all encourage individual initiative and responsibility to do everything that we can to reduce the size and scope and reach of government and that's what the goal of h.r. 1 is, so that we can get the economy growing. and i believe that more incentives by reducing that tax and regulatory burden will create jobs because we do share that goal. i'm convinced that everyone wants to do that. but this notion that, i mean, i've heard commentators

mr. dreier: mr. speaker, the week before last, before we adjourned, we got the sad news of the passing of our good friend and former colleague, congressman steve horn. steve horn was without a doubt one of the most intelligent and accomplished members to ever serve in this body and at the same time, mr. speaker, he was one of the kindest and most decent members. he got his bachelor's degree from stanford university, his masters from harvard, and got his ph.d. at stanford university. he served in strategic intelligence in the early 1950's and u.s. army reserve. and then he got involved in public service in a big way. he served in the eisenhower administration, and he went on to become legislative assistant to california senator tom kuchel . from that point forward, he had dedicated himself to public service and he expanded that greatly. he got into education and for nearly two decades, from 1970 to 1988 he served as president of the california state university at long beach. during that period of time

mr. dreier: mr. speaker, let me begin by extending congratulations to my very good friend, the gentleman from spring hill, our former sheriff, mr. nugent, for his maiden voyage in managing this rule. he's done a suburb job in taking on this issue. let -- superb job in taking on this issue. let me say, having listened to the debate from my colleagues on the other side of the aisle, every single thing that we have been doing on the floor of the house of representatives is focused on job creation and economic growth. virtually everything that we have done is focused on job creation and economic growth. now, some say why is it you are talking about national public radio now? what does that have to do with creating jobs? the fact of the matter is if we don't, if we don't take on the $14 trillion national debt that we have in this country, and the $1.6 trillion annual deficits that we have as far as the eye can see, we are not going to be implementing pro-growth economic policies. my freppeds on the other

mr. dreier: will the gentleman yield? i just said that mr. mcgovern in the debate last night said every city council member and then i was given this list and i thank the gentlelady for yielding. ms. norton: the present mayor opposes the bill, yes, the former mayor was for the bill, the largest demonstration of citizens since i have been in the congress was held when this bill was imposed on the district of columbia. you will ask people, if you ask people in the district of columbia, do you support from federal money supporting vouchers? a lot of them say yes. if you ask them the right question, would you want money for private school vouchers or for public charter schools, hands down, they will say, we need those lists of all of us trying to get into public charter schools and give the money to our public charter schools. nobody on that side of the aisle knows anything about the residents of the district of columbia or they never would have put this bill in in the first place. i yield back the balance of my time. the speaker pro tempore: the
