mr. duncan. the speaker pro tempore: the gentleman is recognized for two minutes. mr. duncan: thank you, mr. speaker. there are about two points i want to bring up in support of the bill before us today. thomas jefferson said this a wise and frugal government which shall restrain men from injuring one another which shall leave them otherwise free to regulate their own pursuits of industry and improvement and shall not take from the mouth of labor the bread it has earned, that is the sum of good government. i believe that america works better when hardworking americans keep more of the money that they earn. keep more of their paycheck. that's why i support the payroll tax cut provision in this bill. the second point, mr. speaker, is this. the administration can be for jobs or the administration can support a radical environmentalist policy. mr. speaker, i believe they are mutually exclusive and you cannot support both. the keystone pipeline is a segue to job creation in this nation. do you remember the jobs created in the 1970's with the alaskan pipeline? i do. the keyst
